County Parish holding Number for Elmlea Farm

Response to this request is long overdue. By law, under all circumstances, Rural Payments Agency should have responded by now (details). You can complain by requesting an internal review.

Dear Rural Payments Agency,

Please can you let me have the agricultural holding number that is associated with Elmlea Farm, Horncastle. We are aware that the farm was Pedersens Pig/ poultry Farm (approx 1991) and then that goats were held on the small holding by Mr and Mrs Kuhn (prior to 2007)

I should be grateful if you would please provide with the agricultural holding number held on file and the date is was lasted used.

Can you also provide me with a copy of the lands, buildings and activities associated with the agricultural holding number

We refer to your request for information dated 18 December 2020 which we

The RPA can confirm having searched its records that it can not find any
record of this address on its systems. This information is not held by the

under regulation 12(4)(a) EIR ‘Information not held’. This is a qualified
exemption, which usually means that a public authority is required to
conduct a public interest test to determine whether or not information
should be disclosed or withheld. However, the Information Commissioner
(IC) takes the view that a public interest test in cases where the
information is not held would serve no useful purpose. Therefore in line
with the IC’s view RPA has not conducted a public interest test in this
Regulation 9 of EIR requires public authorities to provide advice and
assistance to applicants where reasonable.
The RPA mainly holds CPH information for the purposes of cattle tracing.
CPH numbers held for other animals are administered by the Animal and
Plant Health Agency (APHA) who can be contacted by emailing

Please be aware that when a holding changes hands, a new CPH number is
required. Therefore if you are looking to register the holding yourself,
you will need to apply for a new CPH number by contacting the Defra Rural
Services Helpline on 03000 200 301.
What you need to do
If you are not happy with the way we have handled your request, you can
ask for an internal review. These requests should be submitted in writing
within two months of the date of receipt of the response to your original
request and should be addressed to the Information Rights Team at the

If you are not content with the outcome of the internal review, you have
