Under the terms of the Freedom of Information Act, please could you inform me in what year the British Government ceased their “advisory visits and information exchanges” in the field of “counter-guerrilla strategy” as per the 23/11/99 statement made by former MOD Minister of State John Spellar?

The MoD will string something out that they do not want to do for as long as you allow, or they think they can get away with it.

I've make enough requests to say with confidence that the MoD are abysmal at both FOI and DPA and in serious need of regulatory action, but that won't happen until we all take a no tolerance approach. They know they are late, and if they pleased ignorance that's an even bigger problem.

In refusing to answer they have committed a technical infringement and you can now and should now ask for a review, then irrespective of the outcome of that review (no answer, late answer or unsatisfactory answer) you should report that infringement to the Information Commissioner.

So far as the MOD is concerned with its army of Civil Servants and serviice personnel driving desks, all skilled in obfuscation, refer all their replies as a matter of course for review and thence to the Information Commissioner. That will concentrate their minds wonderfully.

Dear Maire,

Thank you for your recent FOI request to the MOD. I attach an answer for
you from the policy team responsible for Columbia. May I also apologise
for the delay in sending out our response to you.

We have also received your request for an internal review on the handling
of this case. We acknowledge that a holding answer was not provided
within the 20 working day period, and that - even though this is not
required by the FOI Act - it would have at least updated you on the
progress of your request.

Now that the answer has been provided I hope that this email addresses
your concerns over handling. We have not taken your request for an
internal review any further at this stage. But should you be dissatisfied

The reply you received was a cut and past from Hansard that Google found it in no time at all. The cost estimation contains no working out.
