Counter fraud investigation manual
Dear NHS Business Services Authority,
This is a request for information under the Freedom of Information Act. I understand NHS Counter Fraud Service for England and Wales is part of the Business Services Authority. Accordingly, I would like to request information about:
(1) manuals, procedures and guidance used in the investigation and detection of fraud
(2) the results of reviews or inspections carried out in the past three financial years examining the efficiency of CFS in Wales
I am aware that certain information may be subject to an exemption under the Act, however hope the helpful response of NHS Scotland in relation to the same request could be used as an example of where another public authority has considered disclosure (in large part) of the same information to be in the public interest:

Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of NHS Business Services Authority's handling of my FOI request 'Counter fraud investigation manual'.
I believe it is in the public interest for the manual to be published, if only in part, and this precendent has already been set by the Scottish NHS.
I would like all of your decisions with regards to the request to be reviewed and in particular to receive a response about why it is in the public interest to publish the Scottish NHS manual and yet you claim its not in the public interest to publish the English NHS manual.
It may be helpful if I advise you at this early point that if the request is declined again after internal review then I will refer it to the ICO
