Councillors DBS checks -what debate/discussion has taken place?

Dear East Devon District Council,
I am aware that the issue of whether or not council members, on the basis of their membership alone, should have DBS checks done, has been discussed on numerous occasions. I understand the idea has not found favour with officers but some Councillors reject the advice and are intent upon pursuing the idea.
I should wish to know what information you hold on the subject.
It appears that there are two elements to the matter, whether they can be required to have a check of any level done, or whether they should be expected to undertake one voluntarily. Lastly there is the issue of what you do with the results, whether you publish them and if so in what way.
I should like to receive copies of all emails and internal reports on the issue, including anything on the wording of any publication (which may be necessary to avoid the committal of criminal offences). The reports should include those referred to by Henry Gordon Lennox in the Standards Meeting of 13th August 2019 please, along with anything held from neighbouring councils that may have been gleaned during research.
Please also include links to any audio/written minutes with related content (if any audio are approaching deletion date I'm sure you will make the appropriate steps to preserve same.)

In light of that further clarification, please find our response below to
your FOI enquiry.
