I refer to your request for information, which was received on 1st April, 2014 and is being dealt with under the Freedom of Information Act 2000.

I am writing to ask you to clarify your request as we need further details from you to identify the precise scope of the information you are requesting, as follows:

"The amount of money made available to each councillor to spend on their individual wards ie 'Councillor ward allocations'.

Please list the amount per councillor, the amount actually spent and a breakdown of individual grants per ward including the recipient and the amount

Please supply this information for the financial years 2011/2012, 2012/2013 and 2013 to date"

It is somewhat unclear as to what you are asking for, given that Councillors do not receive "ward allocations" - they do receive salaries as detailed on the Council's website:

With regard to grants, during the period covered by your request, Councillors cannot apply for any core grants individually, however, community groups/organisations/social enterprises/business etc. can apply for grant aid for their proposals.

In view of the above, I would be grateful if you could confirm exactly what you are seeking.

Dear Mr Tillman,

To clarify, I understood from this website posting by County Councillor Giles Morgan on his site 'Swiss Valley News' which is related to his position as Councillor, that Carmarthenshire Councillors were allocated a specific monthly/annual allowance to donate to organisations in their ward. I believe some other authorities operate such a scheme.

"Local organisations have benefited from Councillor ward allocations distributed this month:

Swiss Valley Residents Association: £538

Swiss Valley Youth Club: £350

Swiss Valley Primary School: £100

Felinfoel Church: £100

Swiss Valley Community Centre: £50"

If this is not the case, could you please provide an explanation regarding Cllr Morgan's statement?

In response, I can confirm that the County Council does not administer an allocation of funds for this purpose to Elected Members. We therefore hold no information relevant to your request.
