FOIA, Carmarthenshire Council

Dear Mrs Thompson,

I refer to your request for information, which was received on 1st April, 2014 and is being dealt with under the Freedom of Information Act 2000.

I am writing to ask you to clarify your request as we need further details from you to identify the precise scope of the information you are requesting, as follows:

"The amount of money made available to each councillor to spend on their individual wards ie 'Councillor ward allocations'.

Please list the amount per councillor, the amount actually spent and a breakdown of individual grants per ward including the recipient and the amount

Please supply this information for the financial years 2011/2012, 2012/2013 and 2013 to date"

It is somewhat unclear as to what you are asking for, given that Councillors do not receive "ward allocations" - they do receive salaries as detailed on the Council's website:

http://www.carmarthenshire.gov.uk/englis...

With regard to grants, during the period covered by your request, Councillors cannot apply for any core grants individually, however, community groups/organisations/social enterprises/business etc. can apply for grant aid for their proposals.

In view of the above, I would be grateful if you could confirm exactly what you are seeking.

If you need any assistance with this, please contact me by telephone, or by email.

If we do not hear from you within three months of the date of this email, it will be considered that you no longer wish to pursue your request and that it has been withdrawn.

Yours sincerely

Dear Mr Tillman,

To clarify, I understood from this website posting by County Councillor Giles Morgan on his site 'Swiss Valley News' which is related to his position as Councillor, that Carmarthenshire Councillors were allocated a specific monthly/annual allowance to donate to organisations in their ward. I believe some other authorities operate such a scheme.

"Local organisations have benefited from Councillor ward allocations distributed this month:

Swiss Valley Residents Association: £538

Swiss Valley Youth Club: £350

Swiss Valley Primary School: £100

Felinfoel Church: £100

Swiss Valley Community Centre: £50"

If this is not the case, could you please provide an explanation regarding Cllr Morgan's statement?

Yours sincerely,

Jacqui Thompson

Dear Mrs Thompson,

I refer to your request for information and your further email of 17th April, below.

In response, I can confirm that the County Council does not administer an allocation of funds for this purpose to Elected Members. We therefore hold no information relevant to your request.

However, by way of assistance, I can advise that the specific allocations you refer to are provided by Llanelli Rural Council to its Community Councillors. Therefore, should you wish to direct your request to the Rural Council, the contact details are as follow:

Mr Mark Galbraith, Clerk, Llanelli Rural Council Vauxhall Buildings Vauxhall Llanelli Carmarthenshire
SA15 3BD

Tel: 01554 774103
Fax: 01554 779250

Alternatively, if you would like us to transfer your request to Llanelli Rural Council on your behalf, please let us know.

Yours sincerely
