Dear Mr Hayward,

 

Thank you for your enquiry, which has been forwarded to the appropriate
officers for a response. The usual timescale for a response is twenty
working days, that is by or on 09.04.19.

 

If for any reason the Council needs to extend this timescale you will be

I refer to your request dated 12 March 2019, which has been dealt with
under the Freedom of Information Act 2000.

 

Your request was for:

 

Please forward to me the substantive and supporting data in Excel format
for the Mileage Allowance paid to Cllr. Jacquie Russell in the year 17/18
ie £2344, showing details of journeys (start and end destinations) and
dates of those journeys.

 

We have now completed a search for the information which you requested and
I confirm the Authority holds information relevant to the request.

 

Please find attached the following:

 

A PDF file containing copies of expenses claims form during the 2017/18
financial year for Mrs Jacquie Russell, member for East Grinstead South
and Ashurst Wood.  The forms detail the purpose of each trip claimed for
within the period requested.  As Mrs Russell represents a division in East
Grinstead she typically has a 100 mile round trip to attend meetings at
County Hall, Chichester.  All claims have been approved in line with the
Members’ Allowance Scheme which is published on the West Sussex County
Council’s website, with mileage paid at 45p per mile for an unaccompanied
trip.  Each claim is checked before it is authorised.

Please note that the expenses claims forms have been redacted to remove
certain personal data, being: the signature of the approving officer, Mrs
Russell’s car details and any payroll numbers.  In relation to the
redacted personal data I have applied the exemption under Section 40(2) -
[2]Personal Information of the Freedom of Information Act.  Disclosure
would be unfair and unlawful as none of the conditions in Article 6
General Data Protection Regulation (GDPR) is met and in the case of
special category data, none of the conditions in Article 9 GDPR is met.
 Having applied an absolute exemption I am not required to consider the
balance of public interest for and against disclosure.

 

The requested information has been provided to you as copies of the
original documents (with redaction, as mentioned) in the format of a PDF
document, not in the Excel format as per your request.  The reason is that
the information in the format provided is clearly and consistently laid
out and easily readable.  To transpose the information from its current
format to an Excel spreadsheet would require additional officer time,
which is not deemed necessary.

 

The information supplied to you continues to be protected by the
Copyright, Designs and Patents Act 1988.  You are free to use it for your
own purposes, including any non-commercial research you are doing and for
the purposes of news reporting.  Any other reuse, for example commercial
publication, would require the permission of the copyright holder.  Most
documents supplied by us will be copyright of West Sussex County Council.
