Councillor John Howson and the East Oxford LTN decisions
Dear Oxfordshire County Council,
On 23 December 2021, I complained to councillor John Howson about the decision taken by OCC Council leader Liz Leffman to approve the East Oxford LTNs. The essence of my complaint was that I doubted that Liz Leffman had the power to make the decision under the OCC constitution, and could not do so under general principles of public law. As chair of the council, John has the power to rule on whether Liz Leffman does, indeed, have the power to make this ruling under the OCC constitution.
I have not yet received a formal response to my complaint. I therefore wish to know what happened after I filed it. Please therefore provide me with all non-legally privileged correspondence between councillor Howson, OCC cabinet members and all OCC personnel and advisors, as well correspondence between these various stakeholders other than with Councillor Howson. I accept that Mr Howson is allowed to seek legal advice on this matter, which may be legally privileged. However, I believe I have a right to see all other internal correspondence that relates to my complaint that are NOT legally priveleged. Please take an expansive approach to "correspondence" relating to this matter, including correspondence sent by personal as well as official OCC communication methods, if appropriate. i.e. personal emails, WhatsApp messages, texts.
The timeframe for my query is 23 December 2021 to today's date.

Thank you for your correspondence received on 19 January 2022 in which you
asked for the following information:

Your request is being considered and you will receive the information
requested as soon as possible and in any event within the next 20 working
days in compliance with the Environmental Information Regulations
2004/Freedom of Information Act 2000, unless an exception applies. This
means that the council will respond to you by the end of 16 February 2022
at the latest.
If appropriate, the information requested can be made available in
alternative formats, including other languages, Braille, large print, and
audiocassette. If you require any of these formats then please let me
know.
