I make this request under the Freedom of Information Act and the Environmental Regulations.

I wish to know what information you hold concerning (former?) Councillor Ishmael Osamor insofar as it relates to his service with Haringey Council.

What roles has Ishmael Osamor held at Haringey Council, when did he start such roles and when did he end them.

I believe that he is no longer a Councillor and if so, would wish to know when left his position. Please also clarify the circumstances of his leaving, whether it was a resignation or as a result of disciplinary action.

What is the first written or electronic record that you hold of his arrest and conviction at Bournmouth Crown Court in relation to drug offences at a Bestival Festival- please supply a copy.

Finally, did Ishmael Osamor personally advise the council of his arrest and conviction, if so when and by what means - please supply a copy of any related email or letter.

Thank you for your request for information received on 23 August 2019,  I
have separated  out the  key information requested  and provided the
responses accordingly.

What roles has Ishmael Osamor held at Haringey Council, when did he start
such roles and when did he end them.

 

Ishmael Osamor was elected as  Labour Councillor  to represent West Green
Ward on the 3rd of May. At the Annual Council meeting on the 24th of May
2018 ,  he was appointed to the Corporate Committee and  noted to be the 
Deputy Cabinet Member for Broadwater Farm Resident Engagement. He 
resigned as Deputy Cabinet member  on the 26th of  October and his
appointment to Corporate Committee ended on the 30th of October when he
resigned as a councillor.

 

I believe that he is no longer a Councillor and if so, would wish to know
when left his position. Please also clarify the circumstances of his
leaving, whether it was a resignation or as a result of disciplinary
action.

What is the first written or electronic record that you hold of his arrest
and conviction at Bournmouth Crown Court in relation to drug offences at a

The  first  notification that the Council received of his arrest and 
conviction was on Friday 26th October 2018  when Mr Osamor came and saw
the Leader of the  Council  and explained  what  had happened in
September  2017 . The Leader expressed his concern and disappointment
about the actions that he had admitted.

 

Finally, did Ishmael Osamor personally advise the council of his arrest
and conviction, if so when and by what means - please supply a copy of any
related email or letter. 

 

As stated above.

October 2018 when I understand he pleaded guilty to drug offences at
Bournemouth Crown Court, until he resigned/was dismissed.

If agreeable I am happy for you to treat this as a request for clarification rather than a formal request for a review.
I did ask for copies , written or electronic, of records concerning former Cllr Osamor's notice/advice of resignation but none were supplied. I would expect that there will be written/electronic records that confirm that certain actions took place on certain days and I would still like copies.
Can you also kindly confirm the date of expense, and nature of the expenses claimed by Osamor that you state was £87.17. Were the expenses incurred before he resigned?

Mr Todd, thank you for making your enquiry.
There may be an aspect that has been overlooked.
Newly elected Councillors are issued—by the Council—with a high-end mobile phone and a laptop computer, possibly with a special pen for writing on the screen. (If a printer were also included, it may have seen little use).
The total value of these items and accessories probably exceeds £1,000. Following the resignation, it is unknown what happened to them.
I understand a Member's Enquiry may be made, in order to establish whether or not they were returned.

Further to my follow up, would you also advise on any IT kit that may have been issued to former Cllr Osamor, the likes of phones, iPads etc, and if so what happened to such items.
