Councillor and Employee Standards

Waiting for an internal review by Tameside Metropolitan Borough Council of their handling of this request.

Dear Tameside Borough Council,

I would like to ask the following questions under the FOI act:

1. What action has been taken against Councillor Sean Parker-Perry by not declaring his business "Active Longdendale" as an interest. You previously advised in emails that if he is not to respond by the 24th of May 2010, that the Standards Committee would look into this. Could you please give me an update if this matter went to the standards committee, what action is being taken, any documents and letters on the matter.

2. What action is being taken by Tameside Council into the smears made from a Tameside Council IP address against Councillor Jonathan Reynolds MP in relation to the Sam Smith emails. Could I please have a copy of all correspondence into the matter and a response to my previous questions which were:

a) Although Councillor Parker-Perry was not logged into the computer, was it possible that he was in one of the council buildings and used a computer that was already logged in? Could he access a TMBC PC with a guest account or have used someone elses?

b) In your reply (dated 1st April 2010 at 14:33), you state that email under the subject "Cllr Reynolds" that Councillor Parker-Perry was not logged on to his account at the time the email was sent. Could you please confirm if Councillor Parker-Perry was in the council offices when this was sent? Is it possible that Councillor Parker-Perry may of logged into someone elses account or have used someone elses PC whilst left unlocked? I understand the council uses access control systems to get around the building. If Councillor Parker-Perry was in the council offices, was he able to have accessed a computer?

In the Zip file I sent you containing the images, there was another folder which related to emails sent from "Sam Smith" under the subject "Emails". This message was sent on the 9th of March at 9:55 AM. Can you please confirm if Councillor Parker-Perry was at a council PC at that time?

Also you say that there was 70 people logged into Hotmail at that time on 15:58 on the 23rd of February. Do any of those 70 people match up with being logged into Hotmail on the 9th of March at 9:55 AM. Could you please tell me how many people correspond with that list of people. If that list is brought down to a reasonable number, will the council investigate this matter further internally?

3. What action is being taken against Councillor Roy Oldham's political assistant, Don Charlesworth for being an executive member of the Longdendale Labour Party. It is my understanding that Councillor Kieran Quinn has not appointed Don Charlesworth as his assistant. Has Mr. Charlesworth left the council or has he been moved to a different department. Has he been given a severance pay? Please could I have a copy of correspondence on this matter.

The messages sent out by WhatDoTheyKnow are simple plain text messages containing the content shown on the request threads.

The council may well not have seen the message due to their spam filter being overzealous; ideally they'd "whitelist" emails from @WhatDoTheyKnow.com so they can be sure they'll get through."
