Response to this request is long overdue. By law, under all circumstances, West Midlands Police should have responded by now (details). You can complain by requesting an internal review.

Dear West Midlands Police,there is a law which states that a JP cannot give powers to another person to send a summons,so under what law can birmingham city council issue a court summons. Also when a police constable makes an arrest for breaking an act of parliment [not common law] is he also committing fraud as he is collecting revenue for a private company

Under what law can Birmingham City Council issue a court summons.

 

Also when a police constable makes an arrest for breaking an act of
parliament [not common law] is he also committing fraud as he is
collecting revenue for a private company?

The Freedom of Information Act applies to recorded information therefore
are unable to offer opinion, conjecture or speculation on a given scenario
unless that information is recorded.
