Dear Mr Kirkpatrick,

Thank you for your enquiry.  In order to identify and locate the
information that you have asked for the Council reasonably requires
further information. I will not be able to take this matter further
without extra information from you.

In particular, it would be useful to know if you are referring to the
Council Tax as a whole, or just the elements pertaining to the County
Council?

If so, please state which elements you are seeking information on.

I look forward to hearing from you.

Kind regards,

Helen Thompson.

Dear Mr Kirkpatrick,

I refer to your request dated 09/01/2018, which has been dealt with under
the Freedom of Information Act 2000.

Your request was for:

1)   The history of annual Council Tax rises implemented by the County
Council from 2000 to 2017. Please provide the percentage rise in Council
Tax for each year.

We have now completed a search for the information which you requested and
I confirm the Authority holds information relevant to the request.

Please see answers below corresponding with the numbers on your request.

1)   The table below represents council tax rises from 2000/01 to 2017/18;

As well as a local decision, the increase in council tax levels over time
reflects different policies and approaches from Government to the
financing of local authorities. At times it has been Government policy to
pass more of the burden for financing local services to local taxpayers,
rather than via national taxation, and at other times to encourage a
freeze in council tax charges.  Government has also made decisions on
funding which moved the relative share of funding between regions. Hence,
changes to the funding support offered by Government have been a factor
behind increases at times, such as in 2003/04.
