Council Tax query

The request was refused by Wigan Metropolitan Borough Council.

Dear Wigan Metropolitan Borough Council,
I live in the Wigan Area.
Wigan Metropolitan Borough Council (one of your many names) claims that despite me being a free man, in a free common law country ,& having entered into NO contract with your company, MUST pay you something called Council tax.
You claim you rely on the “local Government Finance Act” for your authority in this matter & despite me having NOT consented to this Act or having entered into NO contract with you.

1) How is this applicable to me . . . a free man
2) you are a private company (a name on a piece of paper) - how can you demand money over a flesh & blood man

Dear Sir  / Madam 
I am emailing to confirm the receipt of your recent FOI request to Wigan
Council. This has been logged and will be forwarded to the relevant
department for action.

|I am writing to respond to your freedom of information request recently |
|received. This request has been handled under the Freedom of Information|
|Act 2000. |

|Your requested dated 19^th August 2016 is being refused under Section |
|14(1) of the Freedom of Information Act |
| |
|We are refusing your request under Section 14(1) of the Freedom of |
|Information Act, that the request is vexatious.  Under Section 14(1) of |
|the Act we are entitled to not comply with vexatious requests and will |
|therefore not be providing you with the information requested. We refer |
|you to ICO Decision notice FS50592450 where the ICO upheld our response |
|to a request on the same topic. |

|In considering whether your FOIA requests are vexatious we have |
|considered the following questions as recommended by the Information |
|Commissioner’s Office: |

|1.         Could your requests fairly be seen as obsessive? |
| |
|2.         Are your requests harassing the Council or causing distress |
|to staff? |
| |
|3.         Would complying with your requests impose a significant |
|burden in |
| |
|            terms of expense and distraction? |

|4.         Are your requests designed to cause disruption and annoyance?|
| |
|5.         Do your requests lack any serious purpose or value? |
| |

| |
|Section 17(6) of the Act states that there is no need to issue a refusal|
|notice if the authority has already given the same person a refusal |
|notice for a previous vexatious or repeated requests.  Further requests |
|on the same or similar topics will not receive any response. |

|In accordance with ICO guidance you are not offered the opportunity for |
|a senior officer review.  However, you can contact the Information |
|Commissioner, who is the regulator for Freedom of Information. His |
