Thank you for your request for an Internal Review dated 15 July 2019
regarding a Freedom of Information Request with the reference FOI 15041.

The points you raised in your email and our responses are below:

“The information provided is incomplete, I would also need the following

percentage of the standard council tax rate”

The level of discount as a percentage of the standard council tax rate was
awarded from 2003 to 2012 at the 10% minimum set out in The Council Tax
(Prescribed Classes of Dwellings) (England) Regulations 2003 for second
homes.

Following The Council Tax (Prescribed Classes of Dwellings) (England)
(Amendment) Regulations 2012, the 10% minimum discount level was removed
and a 0% discount was and continues to be applied by Newcastle City
Council to second homes and homes empty for longer than 6 months.

The 50% level of premium charged for homes empty for longer than 2 years
in the original response was the only information relevant as it was set
at a level determined by the Council and not the maximum allowed under the
legislation.
