Council tax on empty homes and second homes in 2009-2018
Dear Sirs,
I am a researcher in Economics at University College London.
For my research, I would need the council tax discount/premium on second homes, on homes empty for longer than 6 months and homes empty for longer than 2 years as a percentage of the standard council tax in your council from 2009 to 2018.
The following link contains an excel template of the exact information I would need for my research:
https://docs.google.com/spreadsheets/d/1...
Could you please send me an excel file that replicates the template with the tax premium/discounts applied in your council?
Yours sincerely,
Enrico Miglino

Your right to ask for an internal review
I trust the above addresses your enquiry. However, if you do not agree
with the way I have dealt with your request, you may write to ask the
Council to review my decision. Another officer will carry out a review and
they will then write to you, letting you know whether they agree with my
decision or whether they have reached a different conclusion.
You should write to, Customer Services, Guildford Borough Council,

this request. We recommend that you include the FOI reference number and
"Internal Review" in the email or letter header to help avoid delays.
Your right to appeal to the Information Commissioner
You also have the right to contact the Information Commissioner if you
believe we have failed to meet our obligations to deal with your request
for information. Please remember that they will usually only consider
appeals after the Council has had the opportunity to carry out an internal
review. More guidance about your rights is available on the Information
Commissioner's website at www.ico.org.uk.

Dear Sirs,
The information provided in your website is not what I required. I do notneed information on tax discounts/premium for the current year. I need data for each year from 2009 to 2018.
More precisely for each year from 2009 to 2018, I would need:
1) the council tax on second homes, as a percentage of the standard council tax rate
2) the council tax on homes empty for longer than 6 months, as a percentage of the standard council tax rate
3) the council tax on homes empty for longer than 2 years, as a percentage of the standard council tax rate.
Let me know if you have any other question.
Yours sincerely,
Enrico Miglino

Dear Sirs,
as far as I am aware, it was not possible to raise a premium above 50% before 2019. Can you please confirm that the tax premium was 50% in 2018 and not 100% as stated above?
Yours sincerely,
Enrico Miglino
Dear Mr Miglino
Thank you for your email. My apologies, that is a typo. I can confirm Guildford Borough Council did not increase its premium in 2018 (it remained 150% of the standard charge), but we did for 2019.
