Dear Mr Lewis,

I refer to your email dated 9/11/2016 wishing " to know if Council Tax
that is a demand is being collected under the feudal system for the Crown"
and respond as follows. Please note that the Local Government Association
is not subject to the requirement of the FOIA. We do, however, endeavour
to act in the spirit of the legislation and to provide information when
requested and where we are able to do so. Council Tax was introduce by the
Local Government Finance Act 1992. It is set and collected by local
authorities (known as the collecting authority).
