Dear Dr Damocles,

The breakdown was enclosed with my email of the 20th December (please see

From: Geoff Waterton
Sent: 20 December 2011 12:04
To: '[email address]'
Subject: Freedom of information request

Dear Dr Damocles,

Answers to your freedom of information request below. Please accept my
apologies for the delay.

Geoff Waterton,

Head of Collection

Dear Enfield Council,

Under The Freedom of Information Act I require you to provide the
following information.

A - The total amount billed for Council Tax for the year 2010/11

B - The total amount received for the year 2010/11

Opening Charge £157,643,060.95

Net debit after benefits £121,818,919.73

Cash £116,594,098.88

C - A detailed breakdown of how these funds are allocated and to
who. I require exact sums to the nearest penny & NOT rough
percentages as quoted on the yearly tax bill.

See attached

D - The total number of Liability orders issued to non payers.

See attached

E - A detailed breakdown of how you warrant £85 costs per court
summons and how this is calculated to the nearest penny & justified
when I have it on good authority the actual cost is a fraction of
£85.

See attached

F - Why you cannot/wont provide a true and original copy of a
liability order clearly showing the court seal per individual order
granted.

Not required

G - A clear and concise explanation of how you legally obtain a
private individuals employee information (taking into account the
data protection act) to be able to apply an attachment of earnings
order to there salary and deduct monies without that individual
providing such details of there employer? The law clearly states
you are entitled to apply an attachment of earnings order or a fine
of upto £1000 to those that dont comply. If you are allowed to
obtain information by other means please explain these means and
why therefore you bother to send out a AOE request form if you can
legally obtain the information without this form.

Often provided by the customer. We do not have access to employment
records of taxpayers

Yours faithfully,

Dr Damocles
