Dear Mr Patel

I am writing to respond to the request for information you made on 6^th
June 2011 in the following terms.

Specifically I am requesting the following:

1) Could you please give details of spending on Credit cards for the
last five financial years.'

2) Chief Exexutive Officer.

3) Councillors.

4) Amount spent.

5) Could you list the individual. Items /Venue.

6) How many corporate credit cards does the council have.

7) How many people/persons are authorised to use them.

8) Position held of authorised people, persons.

Not all the information you have requested is held. Brent has Government
Procurement Cards which were not held prior to 2007.

The information held is exempt from the duty to communicate that
information under section 1 (1) (b) of the Freedom of Information Act in
accordance with Section 12 of that Act. Section 12 provides that a public
authority is not obliged to communicate information where it estimates
that the costs of so doing are likely to exceed the Appropriate Limit.
For local government this limit is set at -L-450. These costs include
actual costs and the costs of time spent identifying, locating, retrieving
and extracting the information in question. In this case these costs are
exceeded by a combination of time and bank charges likely to be incurred
in retrieving archived materials.

However, in accordance with the Section 45 Code of Practice we have
considered what information can be communicated to you within the said
costs limits and this information is attached for questions on 4 and 5.
File is attached for 2009-10. A separate email will be sent for
2010-2011.

Please note the following abbreviations have been used:

CH - Card holder spend,

OD - Office Depot spend,

TC - Travel Card spend.

For questions 2 and 3, The Chief Executive and any of the councillors do
not hold cards.

Questions 6 and 7 the numbers are the same. 76 cards/authorised officers.

We have redacted the card numbers and names of holders. This information
is exempt from disclosure in accordance with Section 31 (1) (a) of the Act
because disclosure is likely to prejudice the prevention of crime and
disorder by undermining the security of the cards. Section 31 is subject
to a public interests test, but we have concluded that whatever public
interest there is in the names of cardholders on balance this is
outweighed by the public interest in maintaining the integrity of the
cards. There is no substantive public interest in revealing the card
numbers. The names of the staff involved may also be exempt in accordance
with Section 40(2) of the Act. This provides that information is exempt
from disclosure if disclosure would breach any of the Data Protection
principles. The guidance is that disclosure of the names of staff not
occupying senior positions and non public facing staff will normally be
unfair and in breach of the first principle. We have applied the same
exemption to remove any information identifying clients.
