I am writing to request the following information under the Freedom of Information Act.

1) What was the maximum amount the council budget allowed to be paid out in the form of a ‘leaving care grant' (sometimes also called a setting up home allowance) in the 2022-2023 financial year?

2) How many young people left the care of your council on or after their 16th birthday in the 2022-2023 financial year?

3) How many of these young people received a leaving care grant?

4) What was the average amount (both mean and median) paid out to care leavers in a leaving care grant in the 2022-2023 financial year?

5) What was the lowest amount paid out to a care leaver in a leaving care grant in the 2022-2022 financial year?

6) What was the highest amount paid out to a care leaver in a ‘leaving care grant’ in the 2022-2023 financial year?

leavers in the financial year 2022-23.  Your request was received by the
Information Rights Team on 21 August 2023.  This is being dealt with under

enclosed below.

 

The information supplied may be used for domestic or journalistic
purposes.  Its use for commercial gain including issuing to the public,
social media or computer blogs may be subject to the issue of a licence
under the Reuse of Public Sector Information Regulations 2015.

 

1) What was the maximum amount the council budget allowed to be paid out
in the form of a ‘leaving care grant' (sometimes also called a setting up
home allowance) in the 2022-2023 financial year?

 

Response: 22/23 Budget was £48,000 (actual payments £68,610) 

 

2) How many young people left the care of your council on or after their
16th birthday in the 2022-2023 financial year?

 

Response: 76

 

3) How many of these young people received a leaving care grant?

 

Response: The 76 Young People who left care will be entitled to a leaving
care grant (relevant and former relevant young people)

  

4) What was the average amount (both mean and median) paid out to care
leavers in a leaving care grant in the 2022-2023 financial year?

 

Response: Each young person who left care between 22-23 was entitled to a
£2000 Leaving Care grant, however each young person’s circumstances differ
so they will each have differing spends/amounts left allocated. It would
require a manual trawl of the individual spends to respond to this with
accuracy. This manual trawl would exceed the appropriate cost limit as
defined by the Act.

 

5) What was the lowest amount paid out to a care leaver in a leaving care
grant in the 2022-2022 financial year?

 

Response: A manual trawl would be required to establish the lowest amount
that wasactually paid out, and this would exceed the appropriate cost
limit as defined by the Act. There are also situations where £0 is paid
when taking into context care leavers in prison / staying put / supported
accommodation. This would depend on the care leavers situations and the
grant is used when required by the individual which is circumstantial. 

 

6) What was the highest amount paid out to a care leaver in a ‘leaving
care grant’ in the 2022-2023 financial year?

 

Response: Each care leaver has a spread sheet which holds the details of
spends from within their allocated Leaving Care grant.  The highest is
potentially £2000 but we would not be able to confirm the actual highest
amount paid without a manual trawl which would exceed the appropriate
limit.
