Council properties and homelessness

We're waiting for Adele Paris to read a recent response and update the status.

Dear Wokingham Borough Council,

I am requesting the following information:

1. How many people are under Council’s Housing waiting list at present ?
Would you please specify the age group, gender and the number of minorities,BME community who are in the council's housing waiting list.

2. Would you please give specify how many people have applied for one bedroom, two bedroom, three bedroom, four bedroom,Five bedroom in year 2015-2016?

3.Please provide number of how many people you have accommodated following the statutory duty under housing act who have been declared themselves as homeless and sissified the homelessness assessment process. Please give number by year starting from January 2015 to September 2016.Please also specify their gender,age group and if possible ethnic identity.

4.Please provide number the people who are in current council waiting list who are homeless.

5.Please share what are the present council policy to address homelessness. And how council is allocating budget for that.

6.Please share the total number of council house and please specify the type of the house and number and area and how many are current empty.

7. Please provide address and postcode of all current empty properties, and specify the type of property.

8. Please provide how much council had spent yearly since January 2015 to September 2016 ,to build new council house/flat.

9. According to the Housing Act 1996 (as amended by the Homelessness Act 2002) all Local Authorities must have a Homelessness Strategy in place What are the homelessness strategy of the Council council.Please share the yearly the yearly of starting from January 2012 to December 2013.

10. Under Part VII of the Housing Act 1996 (as amended by the Homelessness Act 2002) Council has certain responsibilities towards people who are homeless or threatened with
homelessness. Would you please provide number, age,gender to whom you provided service following the specific law.

11.How long you take to process housing benefit claim. How many housing benefit claim has been process by the council since January 2015 to December 2016. Please provide number of each year.

12. How much council had spent to pay the employee who are working on homeless issues in council.Please give yearly details starting from January 2012 to December 2013.

13. How many people were successfully prosecuted for housing benefit fraud during year 2012 and 2013.

14.Did council appointed any third party to find out or tackle benefit fraud. If yes, Who is the company and how much council has paid them for the service.

Thank you for your recent communication. The department have been looking at your request and require further clarification on one question to be able to answer this. We believe that the question is too vague to answer in its current format and can be misinterpreted.

The question refers to ‘the employee who are working on homeless issues in council’. Please can you define what you mean be 'homeless issues' in the context of this question. Is the question referring to a a single employee? Or is it for multiple employees? Or is there a role in particular that you are interested in? Please can you clarify on this question as much as possible to enable us to answer this fully.

For the time being we have paused the request while we await clarification on this question. Once we receive clarification we will restart the clock and advise you of the new due date.

by bedroom size need. We do not currently have a report that further
breaks down by age, gender and ethnicity.

-Homelessness Strategy attached. The council allocates a salaries budget
for the Housing Needs Team, the practical homelessness budget (provision
of temporary accommodation, prevention, deposit loans etc) and a capital
programme (for the development of new temporary accommodation).

 

6. Please share the total number of council house and please specify the
type of the house and number and area and how many are current empty.

-Please see attached.

 

7. Please provide address and postcode of all current empty properties,
and specify the type of property.

-Information leading to disclosure of empty premises is considered to be
exempt under Section 31 of the Freedom of Information Act and any public
interest would be best served by upholding the exemption as the disclosure
of information could be likely to prejudice the prevention or detection of
crime by enabling the commission of offences. For these reasons we are not
able to supply the information requested.

 

This decision has been made taking into consideration the Commissioner
Decision (Reference: FS50538789), in addition to a First-tier tribunal
(case ref EA/2011/0007 and more recently ICO decision notice: FS50559176)
found that providing the addresses of empty premises could lead to
vandalism, squatting and criminal actions in respect of these premises.
Although we are confident that this is not something that will result from
providing the information to you, once the information is made public it
is vulnerable to being seen by other individuals. The Council does provide
assistance for owners of empty properties to bring them back into use and
therefore, this covers the public interest on this matter.

 

8. Please provide how much council had spent yearly since January 2015 to
September 2016 ,to build new council house/flat.

9. According to the Housing Act 1996 (as amended by the Homelessness Act

10. Under Part VII of the Housing Act 1996 (as amended by the Homelessness
Act 2002) Council has certain responsibilities towards people who are
homeless or threatened with homelessness. Would you please provide number,
age,gender to whom you provided service following the specific law.

-The question does not specify dates. Our annual figures for providing
front line advice and assistance are 4200 separate face to face visits. We
do not keep a breakdown of age or gender for these numbers. In the last
quarter (June to September 2016) we prevented homelessness for 12
households.

 

11.How long you take to process housing benefit claim. How many housing
benefit claim has been process by the council since January 2015 to
December 2016. Please provide number of each year.

-January 2015 - December 2015 number of claims HB 1221 average number of
days to process a claim 24.22686

-January 2016 - September 2016 number of claims HB 833 average number of
days to process a claim 22.81513

 

12. How many people were successfully prosecuted for housing benefit fraud
during year 2012 and 2013.

-Prosecutions are reported quarterly to the Audit Committee. Results from
2011/12 were reported as part of the Annual Report to Audit Committee on
28/06/12, Meeting of Audit Committee on Thursday, 28th June, 2012, 7.00 pm
- Wokingham Borough Council. Results from 12/13 were reported as part of
the Annual Report to Audit Committee on 16/07/13, Meeting of Audit
Committee on Tuesday, 16th July, 2013 - Wokingham Borough Council. This is
available on the main Council website.

 

13. Did council appointed any third party to find out or tackle benefit
fraud. If yes, Who is the company and how much council has paid them for
the service.

-No. Not applicable
