Dear environmentcomplaints,
It is now over a week since the legal deadline for responding to my request, and I have not even received a personal acknowledgement, or explanation for failing to provide me with the information sought.
I have accordingly filed a complaint with the Information Commissioner as below:
"The Information Commissioner
Dear Sirs
Re: London Borough of Hounslow ; Disregarded Request
I have placed a Freedom of Information request to Hounslow Council on 20th January 2012 which was acknowledged on the 23rd. In the 3 weeks that lapsed since my request I have received neither the information sought, nor any request for extension of time, nor any explanation of the failure to comply with the law.
I subsequently wrote observing that they had breached the law in this regard, but nonetheless suggesting that I would prefer a substantive response within the following week rather than reporting it straightaway. That elicited merely a standard format letter of acknowledgement and the week of grace has since elapsed.
The Request and follow-up was forwarded through the “Whatdotheyknow”website, and all correspondence is to be found at:
http://www.whatdotheyknow.com/request/co...
I would be grateful for your attention to this matter, as the subject is one of considerable concern to the local community and, as I explained to the Council, under the circumstances time is of the essence.
I have attached the filled in FoI Complaint Form."
Yours sincerely,
Nigel Moore
Dear Mr Moore,
Thank you for your email and apologies for the delay in responding to you.
I co-ordinate FOI responses for the Environment Department and unfortunately, have been away from the office due to both sick leave and annual leave which has caused this delay. I am currently working on a backlog of cases and will be responding to your request formally before the end of this week.
Again, I would like apologise for any inconvenience this has caused.
Should you have any other queries in the meantime, please do not hesitate to get back to me.
Kind regards,
Grace Hernandez

Dear Ms Hernandez
Thank you for your courteous response; I look forward to receiving the information shortly so that I can inform the Information Commissioner that the complaint has been resolved.
Yours sincerely,

Dear Mr Moore,
In relation to your request and to not delay further, I can confirm that having had confirmation from the named Council staff, Mary Harpley, Mike Jordan, Sunny Desai, and Jagdish Sharma, they do not hold any emails on the topic of Watermans future location. We also do not hold any meeting minutes on this topic.
However, Julia Worboys (also named on your request) of the Planning Policy team has provided copies of emails also copied to Ruth Cadbury and Stuart Harrison which we are still considering as to whether an exemption applies.
I aim to respond again early next week. Again, I apologise for any inconvenience this may cause.
Kind regards,
Grace Hernandez
