Council-Owned Car Parking Spaces

Dear Greenwich Borough Council,

Under the Freedom of Information Act 2000, I would like to request the following pieces of information relating to council-owned car parking spaces within the borough:

- The total number of council-owned car parking spaces in the borough. Please specify how many of these are on-street and how many are off-street.

- The names and locations of the off-street car parks and on-street car parking bays.
- The total number of car parking spaces available at each of the off-street car parks and on-street parking locations. Please specify how many of these are designated disabled/blue badge parking bays.
- The tariffs available at each of the off-street car parks and on-street parking locations. Please state whether season tickets for each of the off-street car parks and on-street parking locations can be bought and the associated costs (weekly, monthly, annually).
- Please state whether security CCTV is in place at each of the off-street car parks and on-street parking locations (as opposed to ANPR/automatic number-plate recognition CCTV used for issuing tickets)

- The amount of revenue generated from each of these council-owned parking locations in the last financial year excluding fines/PCNs.
- The number of PCNs/fines issued at each of the off-street car parks and on-street parking locations in the last financial year.
- The amount of revenue generated from fines/PCNs at each of the off-street car parks and on-street parking locations in the last financial year.
- The number of fines/PCNs issued in the borough which were unpaid and referred to the Traffic Enforcement Centre in the last financial year.

On-Street Car Parking Bays
The Council will be exempting your request under Section 12 – Cost of
Compliance.

Section 12(1) does not oblige a local authority to comply with a request
for information if the authority estimates that the cost of complying with
the request would exceed the appropriate limit.

 

The Freedom of Information and Data Protection (Appropriate Limit and
Fees) Regulations 2004 (“the Fees Regulations) sets the appropriate limit
at £450 for the public authority in question.  Under these Regulations, a
public authority can charge a maximum of £25 per hour for work undertaken
to comply with a request.  This equates to 18 hours work.

 

A public authority is only required to provide a reasonable estimate or
breakdown of costs and in putting together its estimate it can take the
following processes into consideration:-

 

 a. Determining whether it holds the information
 b. Locating the information, or a document which may contain the
information;
 c. Retrieving the information, or a document which may contain the
information, and
 d. Extracting the information from a document containing it.

 

To gather all of the information requested from the many hundreds of
records and documents would take an officer well in excess of the 18hours
and £450 limit.  A very conservative  estimate would be

1,000+ documents x 3minutes per document = 50 hours x £25 per hour  =
£1,250.

Section 16 places a duty on public authorities to provide advice and
assistance, so far as it would be reasonable to expect the authority to do
so, to persons who propose to make, or have made requests for information
to it, you may wish to refine your request.    

 

For your information, within the next year the Council are hoping to have
online maps on our website for everything parking related. 

 

- The total number of car parking spaces available at each of the
off-street car parks and on-street parking locations. Please specify how
many of these are designated disabled/blue badge parking bays.

public domain by following the link below and clicking on the relevant car
park link.

Total number of on-street parking bays are 6,011 which equates to 20,096
individual spaces. There are 652 disabled parking bays in the Borough,
none are designated.

- The tariffs available at each of the off-street car parks and on-street
parking locations. Please state whether season tickets for each of the
off-street car parks and on-street parking locations can be bought and the
associated costs (weekly, monthly, annually).

The Pay and Display tariffs for our off-street public car parks is already
in the public domain by following the link below and clicking on the

number-plate recognition CCTV used for issuing tickets)

The Council has no security CCTV systems operating in our car parks, nor
is the Council’s CCTV network used to provide vehicle security on-street.

- The amount of revenue generated from each of these council-owned parking
locations in the last financial year excluding fines/PCNs.

- The number of PCNs/fines issued at each of the off-street car parks and
on-street parking locations in the last financial year.

For the 2018-2019 financial year; 39,710 PCNs were issued on-street and
2,690 off street, totalling 42,400. See attachment FOI-33639.xlsx for PCNs
issued by location.

- The amount of revenue generated from fines/PCNs at each of the
off-street car parks and on-street parking locations in the last financial
year.

- The number of fines/PCNs issued in the borough which were unpaid and
referred to the Traffic Enforcement Centre in the last financial year.
