Dear Ellen Blacow,
I am writing in response to your recent request for information below.

In accordance with S1(3) of the FOIA 2000 before we can respond to your
request we require some clarification of the information you are seeking.

Please clarify whether you require the total number of fines/income for
income for on street and off street parking. We are not able to extract
the requested information for the number of fines and income for each of
the locations as the on-street pay and display machines serve a variety of
on-street spaces and not just individual spaces.

Kind regards,

Dear Hillingdon Borough Council,

Thank you for getting in contact.

If you are unable to give the information at the location level, could we please have the information in the following format:

- The total number of PCNs issued at all on-street car parks and the associated revenues.
- The total number of PCNs issued at all off-street car parks and the associated revenues.

Could you also please ensure that when referring to the on-street car parking spaces that this is just referring to metered tickets as opposed to residential or business permits.

Thank you in advance.

Yours sincerely,

Ellen Blacow

Dear  Ellen Blacow

I am writing in response to your request for information below.

Please see the council's response below

This request is declined pursuant to S12 of the FOIA states that a Public
Authority is not obliged to respond to a request for information under S1
of the FOIA where it estimates that the cost of doing so would 'exceed the
appropriate limit'.  The 'appropriate limit', as laid down in the Freedom
of Information and Data Protection (Fees and Appropriate Limit)
Regulations 2004 (the 'Regulations'), is £450 which equates to 18 hours
work.

However please see the below at what the council is able to provide

The amount of revenue generated from each of these council-owned parking
locations in the last financial year excluding fines/PCNs.

The council can produce details of the total parking charges income
received from the individual off-street car parks (from pay & display
machines and other barrier systems) and the total income for on-street
parking charges (from pay & display machines) income but cannot provide
it on a location by location basis for the on-street pay and display
machines.  Would this information be suitable for you?  The council is
also able to provide the total income from permits and parking
suspensions of the bays if required.  Please confirm if this income
information is required.

- The number of PCNs/fines issued at each of the off-street car parks
and on-street parking locations in the last financial year.

As many of the parking bays in Hillingdon are dual use bays so that they
can be used by visitors on a metered basis or by permit holders, the
council cannot provide the number of PCNs issued for metered bays only.
However, the council can produce the total number of PCNs issued by
contravention type so that you can assess what PCN types you wish to
include.  Would this information be suitable to meet your needs?  The
list of possible contraventions is available from London Councils and a
pdf of the various contraventions is attached for you to review.

- The amount of revenue generated from fines/PCNs at each of the
off-street car parks and on-street parking locations in the last
financial year.

As many of the parking bays in Hillingdon are dual use bays so that they
can be used by visitors on a metered basis or by permit holders, the
council cannot provide details of the revenue generated from PCNs issued
for metered bays only.  However, the council can produce details of the
revenue generated by contravention type so that you can assess what
income figures you wish to include.  Would this information be suitable
to meet your needs?  The list of possible contraventions is available
from London Councils and a pdf of the various contraventions is attached
for you to review.

- The number of fines/PCNs issued in the borough which were unpaid and
referred to the Traffic Enforcement Centre in the last financial year.

Please confirm if the information required in response to this query
relates to metered bays only.  If so, the council cannot extract this
information from its records but may be able to extract the data related
to PCNs by specific contravention type.  Would this information be
suitable to meet your needs?  The list of possible contraventions is
available from London Councils and a pdf of the various contraventions
is attached for you to review.

If you wish to request an internal review of our response you should
write, within 2 months, to:

Office Managing Partner, Legal Services, Civic Centre, High St, Uxbridge,
UB8 1UW (or via email to [1][Hillingdon Borough Council request email] marked for the attention
of the Office Managing Partner).

Please remember to quote the reference number above in any future
communications.

If you are not content with the outcome of the internal review, you have
the right to apply to the Information Commissioner for a decision. The
Information Commissioner can be contacted at: Information Commissioner’s
Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF.
