Council Owned Building

We're waiting for Wendy Hill to read a recent response and update the status.

Dear St Helens Metropolitan Borough Council,
I previously requested information in relation to council owned buildings sitting empty back in June 2022 under reference 1593-0720-9211-9737 at that time I was advised

'there is a current piece of intensive work being undertaken to prepare for the implementation of a new asset management system which will capture the information in a more readily available format. The system is not due to be ready for testing and launch until at least December 2023.'

Can you please advise on progress of this work and if it is now possible to access the information in an easier and more cost effective format?

For clarification, I am not necessarily interested in every council building eg housing stock, schools, more civic type buildings that the council own/use/no longer use.

The original Freedom of Information Request reference you referred to in
your Freedom of Information Request is not recognised in our system, we
therefore asked if you could confirm the reference number was correct. We
treated your request as separate to the request you referenced in your
request for information as you did not respond to this request for
clarification and you emailed asking that we provide a response.

Below is the information obtained from our property team. 

-The purchase of the system was delayed and we are only now in the early
implementation stages, with a 'go live' date still unclear. 

-Any surplus, the only public buildings that currently sit empty; The
Gamble Buildings (a scheme for refurbishment / repurposing is currently in
feasibility stages), Earlestown Town Hall (plans are being drawn up
following the successful Levelling Up Fund application) and Wesley House
(investigating the option of disposal).

The first link to the council system (login) refer me only to a self-service type selection page which do no relate to my enquiry. The second link only shows up a page of error messages.
I can see your response 29/2/24 on this site that you reference The Gamble and Earlestown Town Hall - but nothing further - after more than 12 months since the original request. Is that the sum total of the information you hold in relation to this request?

Afternoon Wendy,
Sadly, yes this is the only information that can be provided at this time
as we do not hold a digital system which can provide the information you
request. 
Due the delay in purchasing the new asset management system the council is
still in the early stages of implementing it and to provide the
information you request it would require manually searching all documents,
with approximately 1759 files, spending approximately 5 minutes on each
file, equating to approximately 147 hours of officer time.
Our property team head was able to note the three public buildings
referenced in the response which are currently empty out of personal
knowledge, but any further information would require documentation search
and at this moment the team does not have the capacity to spare 147 hours
of officer time. 
With the new system being implemented we hope we can help with this
request in the future, but we are sadly the dates are unclear.
