Dear Wirral Metropolitan Borough Council,
what is the cost, please, of having 66 Elected Members for the Financial Year 2016/2017 and what would be the estimate for 2017/2018?

By cost, I mean not only Members actual costs but the cost of staff supporting their requirements, time, documents, materials, research, etc.

Thank you for your recent Freedom of Information request in which you
asked:

 

“what is the cost, please, of having 66 Elected Members for the Financial
Year 2016/2017 and what would be the estimate for 2017/2018?”

 

Costs are worked out at the end of each financial year.  2015/16 costs are
available on the link below and 2016/17 will be available on the website
in April/May, once they have actually been paid.  Costs will vary and will
depend on the number of Basic and Special Responsibility Allowances
actually payable each year e.g. there are only 9 Cabinet Members this
year.  In other years there have been 10.  Members’ mileage rates have
recently gone up from 40p to 45p per mile.

With regards to “…the cost of staff supporting their requirements, time,
documents, materials, research, etc.”, the Council does not hold any
recorded information as staff do not time record. Tasks are undertaken by
council staff in relation to Elected Members as part of their daily
workload.

I might point out that the figure Wirral Council declares in Wirral Council's statement of accounts for 2015/16, see page 112 here is £768,000 (to the nearest thousand) (£765,000 + £3,000 taxis).

However that figure will be the figure before taxes are paid.

The document supplied by Wirral Council for Members' Allowances Paid for 2015/16 shows a total of £793,000 (although the lines for B Cummings (£183.60) and RS Jones (£232) who are both not councillors) may reduce the total.

It's probable the difference relates to taxes (Employers' National Insurance, Income Tax, taxes on mileage expenses etc).

That is to say one figure is probably net of tax, the other is gross.

The difference in costs is due to administration and other support costs.
