Dear Sunderland City Council,

Under the terms of the Freedom of Information Act, I wish to
receive the following information from your authority:

1. The name, frequency and distribution/circulation of your council
newspaper (by council newspaper I mean the most frequently
published newspaper or magazine intended for mass distribution
covering more than one topic)

2. How much it cost to produce and distribute said newspaper in the
last full financial year, and how much was budgeted from council
resources in the financial year 2009/2010

3. How much of that cost is offset by advertising

4. How much of that advertising, if any, comes from external
sources (ie not from your authority's budgets)?

5. Which other public sector partners pay to run advertising in
your newspaper, eg PCTs?

6. Whether recruitment advertising forms part of the advertising in
your newspaper?

7. A copy of an editorial policy guide, if one exists, which
governs the material which is placed in the newspaper, and how it
is decided

8. A copy of an advertising policy guide, if one exists, which
governs what sort of advertising is suitable.

9. The number of people employed to put your newspaper/newsletter
together, including total cost and staff organisation chart

Some parts of this request may be easier to answer than others, and
should this prove to be the case I would ask that you release
available data as soon as possible rather than hold up the entire
request.

I would prefer to receive this information electronically. If the
decision is made to withhold some of this data using exemptions in
Act, please inform me of that fact and cite the exemptions used.

Dear L Barnett,

 

Please find below a response to your recent Freedom of Information request
about council newspapers.

 

1. The name, frequency and distribution/circulation of your council

newspaper (by council newspaper I mean the most frequently

published newspaper or magazine intended for mass distribution

covering more than one topic)

Sunrise - previously between 4/5 times a year but for this financial year
it has been reduced to three issues due to the trial of a Community
Newsletter.

Distributed to every resident in Sunderland. 121,667 addresses.

    

2. How much it cost to produce and distribute said newspaper in the

last full financial year, and how much was budgeted from council

resources in the financial year 2009/2010

2008/2009 Cost for design, print, copywriting and distribution for Sunrise
(5 issues)

2008/2009 - £134,508

Budget for 2009/2010 (for 3 issues) £88,476

    

3. How much of that cost is offset by advertising

2008/2009 - income generated from advertising = £27,750 resulting in a net
cost of £106,758(see above question)

    

4. How much of that advertising, if any, comes from external

sources (ie not from your authority's budgets)?

2008/2009 - income from external sources = £15,250

    

5. Which other public sector partners pay to run advertising in

your newspaper, eg PCTs?

08/09 – NHS / Gentoo

09/10 – NHS / Gentoo

    

6. Whether recruitment advertising forms part of the advertising in

your newspaper?

Yes the publication carries City Council recruitment advertising.

    

7. A copy of an editorial policy guide, if one exists, which

governs the material which is placed in the newspaper, and how it

is decided

8. A copy of an advertising policy guide, if one exists, which

governs what sort of advertising is suitable.

The Editorial Board decides on all advertising.

    

9. The number of people employed to put your newspaper/newsletter

together, including total cost and staff organisation chart

One person is employed to manage the whole production of Sunrise, however
the management of Sunrise is not a full time role and forms part of a
Corporate Communications Officer's duties. The cost associated with this
for 2009/2010 is £3,906 (6 weeks of one full time employee).

Two freelance writers are retained to assist in sourcing, writing and
editing copy for the publication and the cost for this for 2009/2010 was
£12,750.

    

I hope this is satisfactory. If, however, you are dissatisfied with our
response to your request for information, you can ask for the decision to
be reviewed in reply to this letter. The review will be removed from the
Directorate and coordinated by the Information Manager. If this fails to
resolve your concerns then you have the right to apply to the Information
Commissioner for a decision.
