Dear Knowsley Metropolitan Borough Council,

Looking on your YouTube Channel, the uploading of recordings of Council meetings is sporadic to almost none in the past 12 months.

• Are you going to upload meetings already held, if so, when? If not why not?

• In this era of technology, why haven't KMBC taken to livestreaming meetings?

• Is public access still limited?

• Do any Cllrs attend meetings 'remotely'?

• How are members of the public able to access meetings if they can't get to the Council offices, could this be considered indirect discrimination, or even direct discrimination, by not making an accessible format available?

We have looked into your request for information about Council Meetings, and our response is shown below.

Question 1

Since 23 March 2020, the Council has been livestreaming all of its public meetings.  Up until June 2021, this was done via the Knowsley Borough Council You Tube site, with information on how to access the livestream available on the agenda for each meeting.  Since June 2021, the Council has continued to livestream its meetings with links available via the Knowsley Borough Council website.  Again, this information is available on the agenda for the relevant meeting and further detail is also available under the information for each body/committee (see councillors.knowsley.gov.uk/ieDocHome.aspx?Categories=).  In addition, Council and Cabinet Meetings are promoted in advance via the Council’s social media channels including a link to how to access the livestream.  Webcasts of public meetings held since June 2021 may be viewed retrospectively for a period of 6 months after the meeting.

Question 2

Knowsley Borough Council has been livestreaming all of its public meetings since 23 March 2020 - see the response to question 1 above for further detail.

Question 3

The public are able to attend Council public meetings in person although there is a limit on the number of seats available.  Meetings to which the public are entitled to attend (i.e. to view the proceedings) are also livestreamed.

Question 4

In line with relevant legislation, all Councillors are required to attend Council public meetings (as listed on the Council’s website here) in person in order to be classed as being “in attendance”.  (NB The legislation relating to Schools Forums continues to permit those meetings to be held remotely, which is currently the approach of the Knowsley Schools Forum.)

Question 5

Members of the public are able to either access Council public meetings in person (subject to the restriction on the number of seats available), view the livestream of a meeting or watch the meeting retrospectively for a period of 6 months afterwards.
