Dear University of Liverpool,

Thank you for your response to my FOI request for the Council meeting minutes for the dates 25 November 2021, 10 February 2022 and 7 April 2022.

The meeting minutes of 25 November 2021 were not online on the date that I made my FOI request on 29 April 2022, therefore the Section 21 (Information reasonably accessible to the applicant by other means) has been misapplied.

I would like confirmation of the fact that this meeting was not accessible to me on the university website until after I made my request,so that the record is put right. Any procedure for routinely publishing these minutes has evidently failed.

The non-compliance with the FOI act of the policy of delaying publication of the minutes until the following meeting when they are ceremonially approved is currently under consideration by the ICO.

However, even the policy of minutes "not published online until they have been formally approved by the Committee at its next meeting" is being violated since the 7 April 2022 meeting has happened while the 10 February 2022 meeting is still not published. What is the reason for this exception? Can meetings arbitrarily choose to not approve the minutes of the previous meeting, and therefore think that they never need to publish them again?

Please pass this on to the person in charge of handling internal reviews.
