Dear J Richardson,

Your questions and the Council’s response are as follows:

1. The number of people on the council’s housing waiting list at present.

4414 households including tenants.

2. The number of people who have applied for council accommodation for the
calendar years of 2014, 2013, 2012, 2011 (or financial year if
appropriate). Please break down by the number of one bedroom, two bedroom,
three bedroom, four bedroom, five bedroom properties.

The number of homeless applications received was

2010/11 2011/12 2012/13 2013/14
1170 1445 1742 1002

Unfortunately we are unable to break this down by bedroom size.  If you
require a breakdown of those accepted please advise.

3. The council’s criteria for prioritizing council housing waiting list
applications.

This is set out in the Council’s Housing Allocation Scheme
[1]http://transact.westminster.gov.uk/publi...
and the subsequent Supply & Allocation report
[2]http://transact.westminster.gov.uk/CSU/C...

4. The number of people on the council’s housing waiting list who are
declared homeless in 2014, 2013, 2012, 2011.

2010/11 2011/12 2012/13 2013/14
430 539 813 705

Note: These are the households to whom we accepted a homelessness duty and
were thus waiting for housing

5. Total number of homeless people given accommodation by the council in
2014, 2013, 2012, 2011, broken down by gender, age and ethnic background.

See attached.  For 2011/12, data is only available up to 20/01/12 due to
the migration to a new housing management system.  Age is at time of
letting.

6. The council’s annual budget allocated to tackle homelessness in years
2014, 2013, 2012, 2011.

2010/11 2011/12 2012/13 2013/14
£10.8m £10.7m £17.6m £18.3m

Note: These total actual costs (as opposed to budgets) include the
Council’s net spending on Temporary Accommodation, costs of commissioning
rough sleeping services and providing homeless advice and assessment
services.

7. The council’s criteria for someone to be declared homeless.

See the latest Housing Allocation Scheme.
[3]http://transact.westminster.gov.uk/publi...

8. The council’s most recent headcount of street sleepers.

Latest Westminster rough sleeper count in April 2014 found 82 general
rough sleepers plus 75 Foreign Nationals.

9. The number of council run hostels for homeless people in the borough.

The Council does not directly manage any hostels.

10. Total annual spending on building new council housing accommodation in
the last three years.

The Council has not yet commenced building new council accommodation and
has yet to incur direct costs associated with building such accommodation
However, under the Council’s Housing Renewal programme new build council
accommodation will be built over the next few years, and building works to
the first Housing Renewal Schemes are expected to commence within the next
year. In advance of implementing  these Housing Renewal proposals, the
Council has incurred expenditure over the last 3 years associated with
feasibility studies , design ,architectural and planning services and
tendering linked to these housing renewal projects

In addition to the proposed future building of new Council accommodation ,
the Council is also currently purchasing properties on the open market and
these will be added to the Council’s existing stock. A budget has been
established to fund the purchase of these properties and some of this
expenditure has incurred within the last 3 years

I trust this information is helpful and if you have any future information
requirements, please contact the Council.

Yours sincerely,
