Council House Waiting Lists

We're waiting for Luke Chafer to read recent responses and update the status.

Dear information team,

I would like to make a freedom of information request for the following information:

I would like to know the number of people on the waiting list for social housing as of 31st January 2023.

I would like to know the mean wait time for social housing in 2023 for each band: A, B and C. If the bands are not applicable then just the average overall.

I would like to know many ex serviceman/veterans were on the waiting list as of 31st January 2023.

I would like to know how many women who were victims of domestic abuse were on the waiting list as of 31st January 2023 (this may be categorized as violence/abuse in current home).

If you require clarification on any of these points please do get in touch.

Yours faithfully,

Luke Chafer

Dear Mr Chafer,

Thank you for your FOI, please find the information below;

I would like to know the number of people on the waiting list for social
housing as of 31st January 2023.

We are not able to retrospectively obtain data in relation to those
registered on the Housing Register. We can provide you with the figure as
of 4 January 2023, being 1,538.

I would like to know the mean wait time for social housing in 2023 for
each band: A, B and C. If the bands are not applicable then just the
average overall.

Please find the mean waiting time for households housed in 2023 by Band:

Band 1 - 6 months

Band 2 - 1 year 2 months

Band 3 - 1 year 9 months

Band 4 - 11 months

These waiting time figures vary to those being displayed on the Hampshire
Home Choice website
[1]https://scanner.topsec.com/?d=2475&r...
, because the data on the website does not include properties advertised
as requiring a local connection to a village/parish or properties subject
to any other specific requirements. It is likely that waiting times may be
shorter for properties subject to a local connection or any other specific
requirements.

I would like to know many ex serviceman/veterans were on the waiting list
as of 31st January 2023.

We are not able to retrospectively obtain data in relation to those
registered on the Housing Register. We can provide you with the figure as
of 12 January 2024, being 61.

I would like to know how many women who were victims of domestic abuse
were on the waiting list as of 31st January 2023 (this may be categorized
as  violence/abuse in current home).

We are not able to retrospectively obtain data in relation to those
registered on the Housing Register. We can provide you with the figure for
the number of applications registered as of 12 January 2024, where the
reason for application was domestic abuse, being 39.

If you do have any queries about the way the request has been handled or
interpreted, I would encourage you to contact me in the first instance so
we can try to resolve the matter informally.

If you are dissatisfied with the handling of your request or the outcome,
you have the right to ask for an internal review.  Internal review
requests should be submitted within two months of the date of receipt of
the response to your original letter and should be addressed to:  Service
Lead – Legal, Winchester City Council, City Offices, Colebrook Street,
Winchester, and Hampshire. SO23 9LJ.  Email: [2][email address].

Your complaint will be considered by a senior officer who has not already
been involved with this response.

Please remember to quote the reference number above in any future
communications. If you are not content with the outcome of the internal
review, you have the right to apply directly to the Information
Commissioner for a decision. The Information Commissioner can be contacted
at:   Information Commissioner’s Office, Wycliffe House, Water Lane,
Wilmslow, Cheshire, SK9 5AF; or the request can be made electronically
using the procedure at:
