Council house EPC ratings & MEES
Dear King's Lynn and West Norfolk Borough Council,
Please treat this as a Freedom of Information/Environmental Information Regulations request.
I would like information about your council’s homes and MEES enforcements in relation to climate action for the Council Climate Action Scorecards. This information may be held by a housing department or similar.
In particular, please supply me with information relating to the following questions:
1. What is the energy efficiency of the council's homes (managed or owned by the council)? Please provide either a distribution table with the number of buildings for each EPC rating or the percentage of the council’s homes that have received an EPC rating of C or above.
2. What is the number of investigations, enforcement notices and enforcement actions that the council did, related to MEES (Minimum Energy Efficiency Standards) in the 2021/22 financial year.
Where data is available separately for each statistic please provide separately. If only some information is available, please give me that information.
I would prefer to receive information in a machine readable format, such as CSV files for data, where possible.
I look forward to hearing from you in due course.
Yours faithfully,
Hannah Jewell, Climate Emergency UK
Dear Ms. Jewell,
Thank you for your email, please could you clarify whether the information
you seek below is only in relation to council houses as if this is the
case this request would need to be directed to Freebridge Community
Housing. As our housing stock was transferred to Freebridge Community
Housing in 2006.
Many Thanks

Dear Kaleb Raby,
Thank you for your response and for your work on this request. I am only interested in understanding the EPC ratings of council-owned or -managed homes, so as the council no longer owns or manages housing stock I would like to withdraw that question.
I am still interested in the second question which deals with MEES enforcements.
Yours sincerely,
Hannah Jewell, Climate Emergency UK

Thank you for your request for information. Please accept my apologies
for the delay in replying to you.
We transferred our housing stock to Freebridge Community Housing in 2016.
We have looked at our records and these seem to indicate that for the year
01/04/21-31/03/22:
We have undertaken 124 investigations into matters/properties associated
with the MEES regulations.
In respect of these investigations, we issued 13 notices in total. 6 of
these were Compliance Notices and 7 of these were Penalty Notices.
