Please provide the data in a machine readable format (preferably CSV). As a minimum, please make sure to include the date, value and recipient of each transaction. Please also provide details on the procurement category of each transaction if you have it.

Sir, I understand that certain transactions are sensitive - transactions to “individuals” for fostering and adoption. However, transactions to independent fostering associations (IFA's) do not fall in this category nor do transactions to companies. Moreover, Provider names for the sensitive transactions could be displayed as "REDACTED".

In particular I am looking for itemized transactions for all suppliers from 1st April 2017 - 31st December 2018 - preferably in a CSV format. We are looking for payments to suppliers who provide a service in Health and
Social Care. This would include all suppliers falling under the following categories :-

1. Payments to suppliers who provide fostering and adoption services to the Council
2. Payments to suppliers who provide care services to the council. This would include suppliers who provide care under each of the categories below
a. Children's Residential/ Nursing Care Providers
b. Adult Residential/ Nursing Care Providers
c. Elderly Residential/ Nursing Care Providers
d. Domiciliary Care Home Providers
e. Supported Living Care Home Providers
f. Care at Home Providers

apologies for the delay in responding.

 

I have to refuse your request in terms of Section 12 of FOISA as the
Council has estimated that the cost of complying with your request will
exceed £600. Our assessment of the cost is that it would take more than 70
hours to complete (70 x £15 per hour = £1050)

 

However, in line with the duty placed on the Council in terms of Section
15 of FOISA, we are unable to provide itemized transaction details for
these services from our ledger. The lowest level detail we can provide, is
at invoice level which would include the supplier name, the general type
of service provided (eg older person care home placement – we are unable
to split into residential and nursing care – based on the cost centre),
the date the transaction was posted to our ledger and the value of the
transaction and we may be able to let you have particular information
under the £600 limit

Our clarification: Education Services would indicate anything spent by the council on education which the council would perform in its normal function. This would include fees paid for students who are in residential schools.
