Council Expenditure or Payment to Suppliers from July to Dec 2021

Dear Aberdeen City Council,

As in the past, I would like to make an FOI request for all payments to suppliers who provided a service in Health and Social Care from Jul - Dec 2021. As a minimum, please make sure to include the date, value and recipient of each transaction. Please also provide details on the procurement category of each transaction if you have it & any additional descriptors.

This would include all suppliers falling under the categories :-

1. Children's services - Fostering & adoption (including payments made to independent fostering agencies and for in-house fostering), residential care, SEN (special education services)
2. Adult & elderly services - Residential/nursing care, domiciliary & supported living, care at home providers
3. Providers who carry out homeless services

In particular I am looking for itemized transactions for these suppliers - preferably in CSV format. I look forward to the information at the earliest.

search for the information requested. Our response is now detailed below.

 

I would like to make an FOI request for all payments to suppliers who

Please see attached spreadsheet for all payments relevant to the request.
Within this spreadsheet, the Function column will identify the type of
provider.

·         Integration Joint Board covers potential adult services

·         Customer covers Homelessness services

·         Operations covers Children’s Services and SEN

Please note that the integrated nature of Education in relation to
children with ASN is such that the identification of ASN expenditure is
not possible except in the case of ASN Services or stand-alone special
schools such as Orchard Brae, as budgets and expenditure tend to be for
the whole school rather than any particular groups of children. The
attached spreadsheet shows those payments that potentially relate to SEN.

We are unable to provide you with information on itemized transactions as
the cost of providing it has been calculated as being in excess of the
statutory maximum (£600). To explain this, it would involve an Aberdeen
City Council Officer going through 35,661 transactions to identify items
within. This has been calculated at 5 minutes per file, which equates to
2,971.75 hours, at the cost of £44,576.25 in total.

In order to comply with its obligations under the terms of Section 16 of
the FOISA, we are refusing your request under the terms of Section 12 -
Excessive Cost of Compliance - of the FOISA.

The Access to Information Team would be happy to discuss ways in which you
may refine your request, so we can provide some information of interest to
you within the maximum cost limits. For example, by reducing the scope of
suppliers requested. Please do contact the Access to Information team on
