Council Expenditure or Payment to Suppliers from January to June 2021

Dear Caerphilly County Borough Council,

As in the past, I would like to make an FOI request for all payments to suppliers who provided a service in Health and Social Care from Jan-June 2021. As a minimum, please make sure to include the date, value and recipient of each transaction. Please also provide details on the procurement category of each transaction if you have it & any additional descriptors.

This would include all suppliers falling under the categories :-

1. Children's services - Fostering & adoption (including payments made to independent fostering agencies and for in-house fostering), residential care, SEN (special education services)
2. Adult & elderly services - Residential/nursing care, domiciliary & supported living, care at home providers
3. Providers who carry out homeless services

In particular I am looking for itemized transactions for these suppliers - preferably in CSV format. I look forward to the information at the earliest.

Thank you for your request for information received on the 18th August
2021. We have considered your request and enclose the following
information to partially answer your request -

1. Children's services - Fostering & adoption (including payments made to
independent fostering agencies and for in-house fostering), residential
care, SEN (special education services)

See attached transaction spreadsheet in respect Independent Residential
and Fostering Placements.

In respect of an itemised list of payments made to in-house foster carers,
please see refusal below.

2. Adult & elderly services - Residential/nursing care, domiciliary &
supported living, care at home providers

See attached transactions spreadsheet relating to adult and elderly
services. This relates to the normal cost of services provided but does
not include any additional payments made in response to Covid.

Please note - If the period of service has run over the start and end
dates of this FOI request, the cost has been Pro Rata’d.

Most services are paid on receipt of invoices from providers. Almost all
billing cycles are on a 28 day basis in arrears and are paid once charges
are validated.

3. Providers who carry out homeless services.

See attached transaction spreadsheet relating to the organisations who
provide related Homeless Services.

However on this occasion we cannot supply all the information you have
asked for. In respect of an itemised list of payments made to in-house
foster carers, and in accordance with Section 17 of the Freedom of
Information Act 2000 this letter acts as a Refusal Notice.Β 

The exemption applied is S40(2) – Personal Information.Β  For further
details on why this exemption applies please see the attached document.

We supply this information based on your original request.Β  If this is not
what you wanted or if you feel we have not fully understood your request
please do not hesitate to contact me to clarify your exact requirements.
