Freedomofinformation, Rhondda Cynon Taf County Borough Council

Dear Mr Prabhu

Unfortunately, we are unable to complete your request on this occasion.

We have estimated that the cost of locating and retrieving the information
exceeds the “appropriate limit” as stated in the Freedom of Information
(Appropriate Limit and Fees) Regulations 2004. It is estimated that it
would cost more than £450 to comply with your request and will exceed the
18 hour time limit. Therefore, in accordance with Section 17 of the
Freedom of Information Act 2000 ("the Act") this email acts as a Refusal
Notice.

It may be that we can supply some information if you refine or reduce your
request to more manageable proportions and resubmit your request so that
it reduces the aggregate cost to within the "appropriate limit". For your
request to fall within the "appropriate limit" may we suggest that you
base your request on a particular service area within the Council.

Any reformulated request we receive will be treated as a new FOI request.

If you are unhappy with the way your request for information has been
handled, you can request a review of the Council’s response. If you wish
to exercise this right, you must do so within 40 working days of the date
of this response. Please set out in writing your grounds and send your
appeal to Mrs Julie Llewellyn. She may be reached at
[1][email address] or at RCT CBC, The Pavilions, Clydach
Vale, Tonypandy, CF40 2XX.

Additionally you may, if you wish, find out more about the Freedom of
Information Act & Environmental Information Regulations from the
Information Commissioner at [2]http://www.ico.org.uk/

Dear Freedomofinformation,

Thank you for your response. I would like to refine my request to more manageable proportions in order to reduce the aggregate cost to within the "appropriate limit".

In particular, I am looking for itemized transactions from JUL to DEC 2019, for all suppliers who provide a service ONLY in Health and Social Care - preferably in CSV format. This would include all suppliers falling under the following categories :-

1. Payments to suppliers who provide fostering and adoption services to the Council
2. Payments to suppliers who provide care services to the council. This would include suppliers who provide care under each of the categories below :-
a. Children's Residential/ Nursing Care Providers
b. Adult Residential/ Nursing Care Providers
c. Elderly Residential/ Nursing Care Providers
d. Domiciliary Care Home Providers
e. Supported Living Care Home Providers
f. Care at Home Providers
g. Providers who carry out Homeless Services
3. Payments to suppliers who provide Special Education Services

To narrow my scope -- We are looking for payments to suppliers who provide a service in Health and Social Care ONLY. I sincerely hope the Council may now accommodate my request.

Thank you very much & Kind Regards,
Yours Faithfully,
Nikhil Prabhu

Dear Mr Prabhu

We refer to your Freedom of Information Request in respect of Payments to
Suppliers of Health and Social Care from July to December 2019.

Please refer to the attachments for the Authority's response.

You will see in the attachment that some information has been redacted for
data protection purposes. Section 40(2) provides that personal data about
third parties is exempt information if one of the conditions set out in
Section 40(3A), (3B) or (4A) is satisfied. Under the Act disclosure of
this information would breach the fair processing principle contained in
the Data Protection Act (DPA) 2018.

In accordance with Section 17 of the Freedom of Information Act 2000 ("the
Act") this email acts as a Refusal Notice.

In refusing this request we have considered the Public Interest Test and
have therefore balanced such issues as the Authority's desire to be open
and transparent in all its dealings against the need to ensure that the
personal data of individuals is not made public.

If you are unhappy with the way your request for information has been
handled, you can request a review of the Authority’s response. If you wish
to exercise this right, you must do so within 40 working days of the date
