Thank you for your recent request. Please see below for the information
requested:

Further to your recent FOI request for a list of all transactions over
£500 from July 2019 to December 2019, I would like to note that The Local
Government Transparency Code 2015 requires local authorities in England to
publish a list of all transactions over £500 on their website on a
quarterly basis. This is not a requirement for Wales.

To obtain the information you have requested would require analysis of
individual invoices and, given the number of records involved, we estimate
that it would exceed 18 hours work to extract this information and make it
available to you. This means that under Section 12 of the FOIA, where the
cost of compliance exceeds the appropriate limit of 18 hours work, as your
current request stands, the Council is not obliged to provide you with
this information.

Your previous request in August 2019 for the same information but for the
period January 2019 to June 2019, has taken much more than 18 hours to
answer. Taking this in mind, and to enable us to provide the information
that you have now requested, should you require to proceed further with
this request, could you refine your request to a few individual categories
so that it is a more manageable task that can be completed within the 18
hour threshold.

Please note that where information is subject to copyright belonging to
the Council, you will need to obtain the permission of the Council to
re-use it for purposes other than private study or non-commercial
research. The Council may charge for re-use. Where third party copyright
material is disclosed, you must obtain permission to re-use from the
copyright holders concerned.

Complaints

If you are unhappy with the way the Council has handled your request, you
may ask for an internal review. Please contact me if you require an
internal review of your case. An internal review will be conducted by the
Monitoring Officer or Head of Service and we will aim to respond within 20
working days. However, if we are unable to complete the review by this
date, we will advise you accordingly.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a

Per your suggestion, we would like to refine our request to a more manageable task to enable it to fall under the limit of 18 hours.

To narrow our scope -- We are looking for payments to suppliers who provide a service in Health and Social Care ONLY. In particular we are looking for itemized transactions for these suppliers from JUL 2019 to DEC 2019 - preferably in a CSV format. This would include all suppliers falling under the following categories :-

1. Payments to suppliers who provide fostering and adoption services to the Council
2. Payments to suppliers who provide care services to the council. This would include suppliers who provide care under each of the categories below -
a. Children's Residential/ Nursing Care Providers
b. Adult Residential/ Nursing Care Providers
c. Elderly Residential/ Nursing Care Providers
d. Domiciliary Care Home Providers
e. Supported Living Care Home Providers
f. Care at Home Providers
g. Providers who carry out Homeless Services
3. Payments to suppliers who provide Special Education Services

Further to your recent email I attach two files that include transaction lists of payments under the Health and Social Care category for the period 1st July 2019 to 31st December 2019. Any sensitive information have been anonymised however, the transactions are still shown but the column ‘Transaction Description’ has been changed to CHIL 1 to CHIL 204 for Children’s Services and SocS 1 to SocS 5 for Care Services representing the different suppliers.
• The ‘Health and Social Care’ file lists the expenditure transactions made (total of £22,802,772.32) in answer to questions 1 and 2a to 2f. of your FOI request. The expenditure has been categorised accordingly in Column S (Transaction Description)
• The second file ‘Homelessness’ lists the transactions in answer to question 2g ‘Providers who carry out Homeless Services’. There are 3 tabs to the file:
i. the first shows Accommodation Costs - split to Building Rents, Housing Leases, Bed & Breakfast and Temporary Private Property (total of £565,411.47)
ii. the second shows ‘other costs’ (total of £100,492.59)
iii. and the third ‘Grants’ is for grants paid to Providers for services they provide on our behalf (total of £33,867.50). This amount can be spilt into a payment of £18,867.50 to North Wales Housing Association who provide ‘outreach intensive support for rough sleepers’ and £15,000 paid to Cais Ltd who provide ‘supported accommodation for prison leavers’. A further payment of £12,210 is made annually to North Wales Housing Association for providing hostel facilities (the actual payment was not processed in the period that you have asked for). Names of individuals have been anonymised as well as names of Bed & Breakfast establishments as these could identify the locations of homeless people.
• Question 3 – Special Education Services – there are numerous ledger codes under this budget heading including special needs schools, school transport, etc. To enable us to provide you with information within the time limit is it possible to refine this request.

We would like to refine this request to enable you to provide us with information within the time limit.

Our clarification:

With Special Education Services , we are referring to expenses incurred by the Council for disabled children to attend mainstream education. i.e., SENS expenses paid to those Suppliers who provide a service for issues such as learning disabilities or mental health. This could include transportation to/from school & vendors who create the facilities/supply material to provide that environment.

If it would help -- Education Services would indicate anything spent by the council on education which the council would perform in its normal function. This would include fees paid for students who are in residential schools.

Further to your request that we provide dates for the Homelessness data, I attach a revised spreadsheet.
• The tab ‘Accom Costs’ does have the period in which the payments were made, in column Q. However you will need to expand the rows for each sub-total to see them. As examples I have done this for the first few sub-totals.
• I have added a new tab ‘Other Costs with dates’ where the dates are shown in column L. The data has been anonymised.
• The tab ‘Grants’ does have the date in column F.
