Dear Conwy County Borough Council,
I'd like to make a request under the Freedom of Information act for all transactions over £500 from JUL 2019 to DEC 2019. Please provide the data in a machine readable format (preferably CSV). As a minimum, please be sure to include the date, value, recipient and the procurement category of each transaction.
For avoidance of doubt, I am making this request under the Freedom of Information Act. I await your response within 20 working days.

Thank you for your email received 17th February, where you requested information relating to payments to suppliers.
It is confirmed that the council holds information that falls within the description specified in your request. However, it is estimated that it will take more than the appropriate limit to consider your request. The Local Government Transparency Code 2015 requires Local Authorities in England to publish information on expenditure over £500 on their websites, however this is not a requirement for Wales. Obtaining the total and excluding personal data and commercially sensitive information would take longer than the 18 hour period.
The appropriate limit is specified in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 which for local government is set at £450. This represents the estimated cost of one person spending 18 working hours in determining whether the service holds the information, together with locating, retrieving and extracting the information.
Consequently, CCBC is not obliged under section 12 (1) of the Freedom of Information Act 2000 to respond to your request as it stands and please accept this correspondence as a refusal notice under S17
You may wish to consider refining your request by narrowing its scope by being more specific about what information you particularly wish to obtain, including any dates or period of time relevant to the information required.
If you are dissatisfied with the handling of your request, you have the right to ask for an internal review. Internal review requests should be submitted within two months of the date of receipt of the response to your original letter and should be sent to this address.
Please remember to quote the reference number above in any future communications.
If you are not content with the outcome of the internal review, you may appeal to the Information Commissioner’s Office – Wales, 2nd Floor, Churchill House, Churchill Way, Cardiff, CF10 2HH.

Per your suggestion, I would like to narrow my scope by being more specific about the information I particularly wish to obtain. If it would help, I am specifically looking for payments to suppliers who
ONLY provide a service in Health and Social Care for the period JUL 2019 to DEC 2019'. This would include all suppliers falling under the categories :-
1. Payments to suppliers who provide fostering and adoption services to the Council
2. Payments to suppliers who provide care services to the council. This would
include suppliers who provide care under each of below -
a. Children's Residential/ Nursing Care Providers
b. Adult Residential/ Nursing Care Providers
c. Elderly Residential/ Nursing Care Providers
d. Domiciliary Care Home Providers
e. Supported Living Care Home Providers
f. Care at Home Providers
g. Providers who carry out Homeless Services
3. Payments to suppliers who provide Special Education Services
In particular I am looking for itemized transactions (i.e., at the daily level) for suppliers - preferably in CSV format. I sincerely hope the Council may now accommodate my request.
