Once again, I kindly request you to please include ALL Fostering related transactions and re-send the file. This includes payments made to IFA (Independent Fostering Agencies), Allowances, etc. Payments made to individuals may have their names redacted however the amount & date MUST be shown, as per the requirement of FOI law.

Request you to please expedite this matter, as my request has been pending from February, 2020 (7 months!!) We will be forced to escalate the matter should we not hear back in a week-10 days maximum.

You will be aware of the Decision Notice of the Scottish Information
Commissioner dated 30 July 2020 (091/2020) under which the Comhairle is
required to carry out a review of your request by 14 September 2020.

I have carried out the review and concluded that you should have been
provided with the information which you said was missing from the
Comhairle's original response to your request.  I apologise for that
omission.

The missing information related to fostering-related payments.  On 7
September 2020, the FOI Team provided you with a response in respect of
the missing information.  They said "Our foster carers are paid weekly and
the payment transactions are all less than £500".  As your original
request related to payments over £500, your request has now been answered.

However, I note your latest email below which seems to be requesting
information in respect of all fostering-related transactions (i.e. not
just those over £500).  Please can you let me know whether or not that is
the case.  If it is, that will be treated as a new request.  Please can
you also state what period you would like the request to cover.

Dear CNES FOI Team,

Thank you Mr Langley, for your response. Surely payments made to IFAs (Independent
Fostering Agencies) will be above £500? If that is not the case, then yes, please treat as a new request for all payments related to fostering from JUL 2019 to DEC 2019.

 You will be aware of the Decision Notice of the Scottish Information

 Commissioner dated 30 July 2020 (091/2020) under which the Comhairle is

 required to carry out a review of your request by 14 September 2020.

 I have carried out the review and concluded that you should have been

 provided with the information which you said was missing from the

 Comhairle's original response to your request.  I apologise for that

 omission.

 The missing information related to fostering-related payments.  On 7

 September 2020, the FOI Team provided you with a response in respect of

 the missing information.  They said "Our foster carers are paid weekly
and

 the payment transactions are all less than £500".  As your original

 request related to payments over £500, your request has now been
answered.

 However, I note your latest email below which seems to be requesting

 information in respect of all fostering-related transactions (i.e. not

 just those over £500).  Please can you let me know whether or not that is

 the case.  If it is, that will be treated as a new request.  Please can

 you also state what period you would like the request to cover.

 This completes my review of your request.

With regards to your recent query, the Comhairle can confirm that the
Foster Carers they pay weekly for fostering are all individuals.  The
Comhairle do not have any IFA's that they are currently paying.  

If you are dissatisfied with this response you can request the Comhairle
to review this response to your request for information. You have 40
working days from the date of receipt of this response in which to lodge
this request for review. A request for review must be processed in
accordance with Part 1 of the Freedom of Information (Scotland) Act 2002,
must be in writing, describe your original request and explain why you are
dissatisfied. An application for review should be sent to Legal Services
Manager, Comhairle nan Eilean Siar, Council Offices, Sandwick Road,
Stornoway, Isle of Lewis HS1 2BW ([2][email address]). A
request for review lodged with the Legal Services Manager must be
processed promptly and in any event within 20 working days of receipt.

Should you remain dissatisfied after completion of the review process you
may, within 6 months, apply to the Scottish Information Commissioner,
Kinburn Castle, Doubledykes Road, St Andrews, Fife, KY16 9DS, to establish
whether your request for information has been processed in accordance with
Part 1 of the Freedom of Information (Scotland) Act 2002. You may also
request an appeal through the Commissioner\'s online appeal service which
is available 24/7 and offers requesters real time help and advice about
