Dear Stoke on Trent City Council,

I'd like to make a request under the Freedom of Information act for all transactions over £500 from December 2018 to Current. As a minimum, please make sure to include the date, value and recipient of each transaction.

If it would help, I am specifically looking for payments to suppliers who provide a service in Health and Social Care. This would include all suppliers falling under the categories :-

1. Payments to suppliers who provide fostering and adoption services to the Council
2. Payments to suppliers who provide care services to the council. This would include suppliers who provide care under each of below -
a. Children's Residential/ Nursing Care Providers
b. Adult Residential/ Nursing Care Providers
c. Elderly Residential/ Nursing Care Providers
d. Domiciliary Care Home Providers
e. Supported Living Care Home Providers
f. Care at Home Providers

Dear FOI,

Thank you for your response, however, we had already analysed the link you have sent over and found that whilst earlier in 2018, the Council conducted on average ~200 Fostering transactions, since Dec 2018, that number has dropped to ~20. This indicates missing data or some other reason perhaps, unbeknownst to us. Hence, we request the Council to please check with the relevant department who handles these figures and revert with the necessary data - preferably in CSV format.

expressing your dissatisfaction at our initial response to your Freedom of
Information request. This was requesting details about payments over £500

In line with the Information Commissioner’s guidance within the Section 45
of the Code of Practice, the Council will process your correspondence as
an Internal Review. The City Council aims to deal with these quickly and

Your Internal Review:

 

Thank you for your response, however, we had already analysed the link you

Internal Review Investigation and Findings:

The City Council has now conducted an Internal Review of your request for
information. As part of this Review the Finance Team have checked the data
that was used for the transparency reports. They have identified that due
to a system change in December 2018 the Foster Care invoices had not been
included in the reports. The Team have now re-run these reports and these
can be found at the following links:

The above links are for the full transparency reports, the City Council is
unable to differentiate between supplier types because it is not possible
to provide the information in this way from our system. To provide
information for specific supplier types, a manual check of the system
would be required, this would be to interrogate the suppliers who provide
care services to the council to ensure the information provided only
includes this detail.

 

Carrying out this manual check would mean checking 28,000 suppliers to
extract the relevant data, i.e. information relating to invoices submitted
by care providers. It is estimated that to achieve this it would take one
officer 20 weeks working full time checking 1,400 suppliers per week, this
would exceed the “appropriate limit” stipulated within the Freedom of
Information Act.

 

Where it would exceed the “appropriate limit” of £450 or 18 hours of
officer time to determine if we hold the information, locate, retrieve and
extract the information, Section 12 of the Freedom of Information Act
allows us to refuse the request.

 

To clarify, the transparency information published on our website
discriminates on the nature of the cost not the supplier and consequently
includes all payments made. Where payments exceed £500 we publish the
names of all traders in our transparency data as we are unable to
differentiate between types of supplier.

 

Please be aware that any third party personal data has been redacted to
ensure the privacy of individuals. Third party personal data is exempt
from disclosure under Section 40(2) of the Freedom of information Act as
the City Council has a duty under the GDPR and Data Protection Act 2018 to
protect the privacy of individual’s information.

Thank you for your message. I do see now that the Jan 2019 file has been updated.

My concern is why the months of Dec 2018 to Jun 2019 show very low fostering related transactions? Whereas all the other months show 200+ txns. (search by keyword "Foster"); those 7 months only show 10-20 fostering payments!!

Could you please check with the concerned departments as to why this inconsistency, and provide us with a reasonable explanation or furnish any/the missing data?
