Council electricity tariffs and renewable electricity generation

Dear Orkney Islands Council,

Please treat this as an Freedom of Information/Environmental Information Regulations request.
I would like information about your council’s electricity sources in relation to climate action for the Council Climate Action Scorecards. This information may be held by an estates department or similar.

In particular, please supply me with information relating to the following questions:

a. Does the council have a 100% renewable green electricity tariff for all of the electricity that the council is directly responsible for, and is this tariff with Green Energy UK plc, Good Energy Limited or Ecotricity?
This includes all electricity that the council is directly responsible for, in council offices and any other buildings leased and managed by the council where the council pays the electricity tariff. This does not include homes owned or managed by the council. If unsure, please state your provider and tariff.

b. Does the council generate and use energy from waste? And if so, what percentage of the council’s total electricity use is powered by these energy from waste electricity sources?

c. Does the council buy directly from a local renewable electricity source or have its own renewable electricity sources? And if so, what percentage of the council's total electricity use is powered by this/these renewable electricity sources?
This includes council owned renewable electricity sources that are located outside of the council area, such as solar farms located further south to maximise electricity generation.

I am pleased to give the information you requested and hope that it meets your requirements.

No, we buy our electricity from EDF under the Procurement Scotland Contract, The fuel mix under the contract is:

b. Does the council generate and use energy from waste? And if so, what percentage of the council’s total electricity use is powered by these energy from waste electricity sources?

No we do not generate energy from waste directly, however we do export our domestic waste to Shetland Heat and Power who run a waste to heat plant serving the main town of Lerwick.

c. Does the council buy directly from a local renewable electricity source or have its own renewable electricity sources? And if so, what percentage of the council's total electricity use is powered by this/these renewable electricity sources?
This includes council owned renewable electricity sources that are located outside of the council area, such as solar farms located further south to maximise electricity generation.

The council has 9 micro wind turbines (6kw) we also have 6 No building mounted PV systems which generate electricity used by the council, the total electricity generation from all is 128,031kWh which is equivalent to 1% of our total electricity consumption.

Under FOISA, if you are dissatisfied with our response, you may ask the Council to review its handling of your request. If you wish to do this, you should make your request for review within 40 working days of receiving this email. Please make your request for review to Services Manager (Governance), Council Offices, School Place, Kirkwall, Orkney, KW15 1NY or email to [Orkney Islands Council request email]. Your request must be in permanent form (letter, email, audio tape etc) and should state:

That you are asking for a review of this decision, and
Why you are unhappy with the response you have received.

We will issue a full response to your request for review within 20 working days of our receiving it.

Where the outcome of the review fails to resolve the matter to your complete satisfaction, you then have the right to apply to the Scottish Information Commissioner for a decision. You have six months in which to do so following receipt of our review outcome – see www.itspublicknowledge.info/Appeal.
