Council DoLS Service Provision.

We're waiting for A.G. Johnson to read recent responses and update the status.

Dear North East Lincolnshire Council,

Please can you provide the following information under the Freedom of Information Act:

1 - How many assessments under the Deprivation of Liberty Safeguards were conducted during the period 01/05/2009 to 01/05/2017 by the following:

a.) Council employed Best Interest Assessors.
b.) Independent Best Interest Assessors (not employed directly by the Local Authority).
c.) Mental Health Assessors.
d.) Assessments allocated to 3rd part recruitment agency contracts.

2- Total budget spend on the Deprivation of Liberty Safeguards from 01/05/2009 to 01/05/2017, broken down to include:

a.) The total council spend on DoLS assessments split between employed Best Interest Assessors, Independent Best Interest Assessors, Mental Health Assessors and/or recruitment agencies for the period 01/05/2009 to 01/05/2017
b.) Price paid per BIA assessment.
c.) Price paid per Mental Health Assessment for DoLS.
d.) Total DoLS team budget for 2017-2018.
e.) Details of the current DoLS team members by name / job title and number of qualified Best Interest Assessors working in your local authority. Please include contact details for the current MCA/DoLS Service lead and DoLS team manager.

Thank you for your information request reference NELC/5241/1718. I can
confirm that North East Lincolnshire Council holds the following
information.

 

North East Lincolnshire Council, via an agreement under s75 of the
National Health Service Act 2006, delegated responsibility for the
provision of its adult social care responsibilities to North East
Lincolnshire Clinical Commissioning Group (‘the CCG’). Acting as the
Authority’s delegate, the CCG commissions focus independent adult social
work (‘focus’) to deliver social care functions therefore the information
you have requested has been sought from focus via the CCG.

01/04/2009-31/03/2017.  NB the numbers quoted at “Council Employed Best
Interests Assessors” refer to those Best Interests Assessors that are /
have been employed by the primary or partner agencies and who appear on
the Best Interests Assessor duty rota.

 

2- Total budget spend on the Deprivation of Liberty Safeguards from
01/05/2009 to 01/05/2017, broken down to include:

d.) Total DoLS team budget for 2017-2018.

e.) Details of the current DoLS team members by name / job title and
number of qualified Best Interest Assessors working in your local
authority. Please include contact details for the current MCA/DoLS Service
lead and DoLS team manager.

 

a)       The total council spend on DoLS assessments split between
employed Best Interest Assessors, Independent Best Interest Assessors,
Mental Health Assessors and/or recruitment agencies for the period
01/05/2009 to 01/05/2017 - MHAs October 2013 – May 2017 = £199,253.56 &
BIAs November 2013 – April 2017 = £274,242.40. The figures are for the
assessments alone and would not include the necessary administrative,
monitoring and assurance cost that the assessments incur.

b)       Price paid per BIA assessment – This varies but the standard cost
at the moment is around £300 plus expenses for those picked up outside of
the normal rota allocation

c)       Price paid per Mental Health Assessment for DoLS – This is a set
fee of £180 plus expenses

d)       Total DoLS team budget for 2017-2018 – We cannot provide this
information as it is a combined Safeguarding / DoLS budget and therefore
we do not hold this information.

e)       There is no dedicated team that deal with DoLS.
