1 - How many assessments under the Deprivation of Liberty Safeguards were conducted during the period 01/05/2009 to 01/05/2017 by the following:

a.) Council employed Best Interest Assessors.
b.) Independent Best Interest Assessors (not employed directly by the Local Authority).
c.) Mental Health Assessors.
d.) Assessments allocated to 3rd part recruitment agency contracts.

2- Total budget spend on the Deprivation of Liberty Safeguards from 01/05/2009 to 01/05/2017, broken down to include:

a.) The total council spend on DoLS assessments split between employed Best Interest Assessors, Independent Best Interest Assessors, Mental Health Assessors and/or recruitment agencies for the period 01/05/2009 to 01/05/2017
b.) Price paid per BIA assessment.
c.) Price paid per Mental Health Assessment for DoLS.
d.) Total DoLS team budget for 2017-2018.
e.) Details of the current DoLS team members by name / job title and number of qualified Best Interest Assessors working in your local authority. Please include contact details for the current MCA/DoLS Service lead and DoLS team manager.

I write further to your e-mail received by the Council on 09-05-2017 where
you made the following request for information.

 

The Council’s response to your request is as follows;

 

 

1 - How many assessments under the Deprivation of Liberty Safeguards were
conducted during the period 01/05/2009 to 01/05/2017 by the following:

a.) Council employed Best Interest Assessors:

b.) Independent Best Interest Assessors (not employed directly by the
Local Authority).

c.) Mental Health Assessors.

 

Answer: In relation to your queries a, b and c.

Data relating to this information is not readily accessible in that we are
unable pull this information from our data recording systems. Bury Council
do hold this information however, in order to provide you with the data on
the scale that you have requested we would need to conduct a manual search
of all open and closed files. This would cost the Local Authority
approximately £5525.00.

 

However, what we can advise is that between April 2010 to May 2017 we
received 2217 requests for authorisation.

 

Section 12 of the Act makes provision for public authorities to refuse
requests for information where the cost of dealing with them would exceed
the appropriate limit, which for Local Government is set at £450. This
represents the estimated cost of one person spending 18 hours at £25 per
hour in determining whether the Council holds the information i.e. in
locating, retrieving and extracting the information.

 

We estimate that it will take us in excess of 18 hours to determine the
appropriate material and locate, retrieve and extract the information in
reference to your request. Therefore, your request will not be processed
further.

 

You may wish to refine your request by narrowing its scope by being more
specific about what information you particularly wish to consider,
including any dates or period of time relevant to the information
required.

 

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to:

Answer – No assessments were allocated to 3^rd party recruitment agency
contracts.

2- Total budget spend on the Deprivation of Liberty Safeguards from
01/05/2009 to 01/05/2017, broken down to include:

a.) The total council spend on DoLS assessments split between employed
Best Interest Assessors, Independent Best Interest Assessors, Mental
Health Assessors and/or recruitment agencies for the period 01/05/2009 to
01/05/2017

 

Answer: Information can only be provided in this way from April 2013 to
May 2017 as it was not recorded separately until that time. The figures
for this timeframe are as below:

Best Interest Assessors  : £542911.16

Mental Health Assessors : £371265.90

b.) Price paid per BIA assessment.

Answer: Prices vary per assessment. However assessment charge is capped at
£300.00.

c.) Price paid per Mental Health Assessment for DoLS.

Answer: £173.37 per assessment.

d.) Total DoLS team budget for 2017-2018.

Answer: £54100.00

e.) Details of the current DoLS team members by name / job title and
number of qualified Best Interest Assessors working in your local
authority. Please include contact details for the current MCA/DoLS Service
lead and DoLS team manager.

 

Answer: Bury Council does not have a DoLS Team. DoLS work is undertaken by
the Safeguarding Strategic Team and is only an element of their function.

The Safeguarding Strategic Team Manager is the responder to this FOI
contact details as above and is the MCA/DoLS service lead.

 

There are currently 4 qualified Best Interest Assessors working within
Bury Council.
