Dear Wirral Metropolitan Borough Council,

Please provide me with all the details of how WBC got into debt to the tune of £110 million of Wirral people's money

2, has any Disciplinary action been taken against any Council officer for this debt.

3, names and positions of officers (if any) the above applies to.

Please do not try and hide behind public interest test as this information is vital to the public to show the inadequate and incompetant Council that is Wirral Borough Council.

Arthur - It's not a £110m debt - The amount refers to the loss of funding from central government over the next 3 years which equates to £110m

If the Council considers my request is vexatious, maybe there is something in my question that they do not like or want to divulge to the people of Wirral.

I can not see any reason for this request to be considered either vexatious or after personnel information.

I strongly suggest you appeal to the ICO if WBC attempt to suspend your account.

Good Morning

 

Thank you for your request below, Wirral Council can respond as follows to
your enquiry.  The Freedom of Information regime allows for recorded
information to be disclosed in response to enquiries to Public Bodies.  To
this end we believe that there are 2 lots of recorded information
contained with in 2 main financial reports which are relevant to your
enquiry. 

For background information, regular budget monitoring reports are
presented to Cabinet and the financial position of the Council reported to
them.  The first 3 months indicated a likely overspend of £17m however
actions have been taken to improve this position and the December 2012
report to Cabinet anticipated that this has now been reduced to £8.7m.

A second report, from the same Cabinet, specifically Appendix 1 provides
an analysis of the overall budgetary shortfall for the next 3 years.  As
you will see this is nearer £109m as a result of the Chancellors Autumn
Statement in which he announced that local government would have to find
additional savings from April 2014.  The current year overspend does not
impact on our shortfall calculations as they are one-offs relating to
2013-14.

In answer to your questions at 2, and 3, there is a misunderstanding as to
“this debt”.  There is no debt.  What we have is a planning requirement to
save £109m over the coming three years,  2013-16.  We are in no different
a position from any other Council.  Consequently there is no recorded
information regarding any disciplinary actions being taken against any
Council Officer for “this debt”.  The following graph illustrates the
broad reasons for the £109m; the drop in income is beyond the Council’s

So the council had zero debt before the Government implimented this policy
