2. How often does the Council calculate your Scope 1, 2 and 3 emissions?
3. Which of the Council’s activities are included in your Scope 3 emissions calculations?
4. What is the estimated financial budget to meet your Net Zero/Carbon Neutral target?
5. How much has been spent to date in reaching your Net Zero/Carbon Neutral target?
6. How are you financing this investment?

I thank you in advance for your help and look forward to hearing from you.

Dear Emily Wride

ENVIRONMENTAL INFORMATION REGULATIONS 2004 - INFORMATION REQUEST

Thank you for your request for information received on 4th March. We have
considered your request and enclose the following information

1. How much CO2e does the Council produce under Scopes 1, 2 and 3?

CCBC has not undertaken its own review of CO2e emissions under scope 1,2
and 3.  All authorities are obliged to provide CO2e data to Welsh
Government to be used as a baseline of emissions.   The broad categories
set out by Welsh Government include, Land use emissions, Supply emissions
and Operational emissions.  In 19/20 emissions were 80,936,340 kgCO2e and
in 20/21 97,718,394 kgCO2e.

2. How often does the Council calculate your Scope 1, 2 and 3 emissions?

Welsh Government require the information outlined above on an annual
basis.

3. Which of the Council’s activities are included in your Scope 3
emissions calculations?

The blank reporting spreadsheet is attached for your consideration.

4. What is the estimated financial budget to meet your Net Zero/Carbon
Neutral target?

The provision made available from April 2022 is £500,000.

5. How much has been spent to date in reaching your Net Zero/Carbon
Neutral target?

There has been no dedicated accounting associated with Net Zero Carbon
investment, but in 20/21 £180,630 and in 21/22 £127,031 was spent on
energy efficiency projects through its LAEF invest to save scheme, which
has been operating since 2005.

6. How are you financing this investment?

Funding outlined above (Q5) has been provided by Council Funding, with no
external money contributing.

We supply this information based on your original request.  If this is not
what you wanted or if you feel we have not fully understood your request
