1. The cost of setting up and running the scheme.
2. The cost of an individual dog waste bin.
3. How many dog wardens you have in Thanet.
4. The cost of a dog warden.
5. How many fines issued for dog fouling in the last 2 years.
6. Details of who will run the dog DNA scheme.

in response to your request under the provisions of the Freedom of
Information Act 2000.

 

At point [4] you sought:

 

“Does this conform with the Council's Data Protection responsibilities?”

 

For the purposes of section 1(1)(a) of the Freedom of Information Act
2000, no information is held. No opinion from Council’s subject matter
expert was sought in this instance and, it follows, no Data Privacy Impact
Assessment was undertaken. Any DPIA would, otherwise, have provided an
official record as to whether the pilot conformed to the Council’s data
protection obligations.

 

This brings the Council’s response of first instance to a conclusion.
However, if you are unhappy with the way your enquiry has been dealt with,

Thanet District Council is now in a position to respond at least in part,

due, in part, to the Head of Service currently being away from the Office.

 

The Department is also suffering from a backlog of Information requests

Dear Press Office,

 

I'm writing up a piece for my blog Margate Architecture. I have two dogs
and so this is a topic I have an interest in.

 

I have some questions regarding the Dog DNA scheme as detailed on the
press release from June:

"The council is running the three-month pilot scheme in collaboration with
Streetkleen and BioPet Laboratories whose Poo Prints UK team will be on
hand to take DNA samples and register the dogs there and then"

 

1. Are the dogs DNA registered there and then?

Yes

 

2. Where are the samples sent to for testing?

USA

 

3. If it is outside of the UK in the USA, were people informed of this?

The council’s website states that  “Thanet District Council will be
undertaking a dog DNA registration scheme pilot in collaboration with
Streetkleen and BioPet Laboratories.” Bio Pet laboratories website
explains that the lab is based in the US.

 

4. Does this conform with the Council's Data Protection responsibilities?

5. Is the Council's FIDO machine actually in action?

Yes

 

Thanet Council’s Cabinet Member for Operational Services, Cllr Suzanne
Brimm has said in April in your press release:

"“Dog DNA registration has been proven elsewhere to be very effective as
the centrepiece of a zero tolerance approach"

 

6. Which areas was Councillor Brimm referring to?

Barking and Dagenham council and elsewhere in Europe.

 

7. Is the Council using this pilot to gather evidence for a future PSPO
application?

No

Dear Ms Oldfield,

I have now had the opportunity to query the figure of £5000 as part of the internal review.

I can confirm that the costs paid by TDC to date, indeed, is £5000. That amount constitutes the cost in running the scheme to date, at the time of your request. As the project is a pilot the £20,000 figure relates to the costs that would be paid should the pilot exhaust itself or, in other words, come to its intended conclusion. This, as you know, was not the case at the time of your request. I trust this makes sense.

For the purposes of the internal review, therefore, I am moving to uphold the original response form Thanet District Council.

If you remain dissatisfied you may now appeal to the Information Commissioner, Wycliffe House, Water Lane, Wilmslow SK9 5AF.
