Dear Kent Police Authority,

I would like to know how much the Police Authority has spent on courses for staff and members for 5 years going back from today's date.

I want the costs of degrees, training at other institutions, and training delivered in-house too, please.

Could the information be put against the staff or member receiving it? I do not want their names just their role i.e. Treasurer, MBA, £8,000, and so on.

I'm asking for all spend not above any threshold.

Dear Kelly ROONEY PSE 51789,

I am sorry but you have provided an innacurate and misleading response to my request and I would like to appeal. You have ommitted expenditure on training such as a Strategic Finance Management Program costing £5750 and paid for with cheque 44364. What else have you left out?

On top of that you refer me to a speadsheet of information previously released. That does not answer my question and you are not complying legally. Your own website only lists responses with information to Freedom of Information requests from 2011 and 2012 not 2010, so how am I supposed to access the information? I did not ask if someone had asked for it previously, I asked for the information, which you have a duty to disclose.

Can I please ask that you answer the question thoroughly and with the due dilligence required rather than palming me off with half true and incomplete answers?

My apologies three entries were omitted, this was an administrative
error.  Please see the attached revised letter.
 
With regards to training from 2005 - September 2010 this is listed on our
website and available to all members of the public under the link
previously supplied.  Unfortunately our website has been experiencing some
technical issues and our Media Officers have been undertaking some urgent
work to rectify links, this may be why the 2010 link was unavailable.  I
have asked that this is rectified asap.

I am writing to request an internal review of Kent Police Authority's handling of my FOI request 'Costs of training and academic courses'.

This is the second time I have had to do so. The first time the Policing Authority acknowledged that I had not been given all the information requested and provided some further details. This was described as an administrative error.

The reason I must appeal again is the failure to disclose information relating to 2010 and before. The excuse was that this information was posted on the website. It is not. There is only a PDF document saying what FOIs have been released but not the information contained in them.

This is a clear violation of the Act and I am asking that this body reviews their procedures to make them legally compliant and that this information is released in full. Should they choose not to for a second time I will have to lodge a formal complaint with the ICO. This is a very simple and inexpensive request.

Thank you for the below email.
 
As previously explained to you, the information omitted from your first
letter was a genuine administrative error for which I apologised, I then
updated and re-sent you the information. 
 
I have just checked the KPA website and can confirm that the information
is displayed, to view it you need to hover on the individual links to be
able to open the documents.  I did explain that our Media Team were
experiencing problems with the website and it may be that you need to
hover on the above link (no 46) in order to view no 47.  I have,
however, attached the information displayed on the website for you for
ease.
 
The KPA's process is to direct people requesting information through the
FOI Act to our website if the information has already been disclosed and
this was the case for part of your FOI.  I have copied the Chief Executive
of the Authority into this email so that he can review my previous
correspondence with you.
