Costs of timers on LED streetlights

Sasha Rodoy made this Freedom of Information request to Barnet Borough Council Automatic anti-spam measures are in place for this older request. Please let us know if a further response is expected or if you are having trouble responding.

Waiting for an internal review by Barnet Borough Council of their handling of this request.

Background in FOI dated 29 October 2023:
https://www.whatdotheyknow.com/request/l...

7 December, I asked Barnet for costs per column for timers fitted, and you responded: 'There was however a small cost involved in our Service Provider checking design compliance and setting up new dimming profiles for each of the above streets.’

28 December, you followed with: ‘Costs are not disclosed as these are commercially sensitive. ‘

8 January 2024, I argued: 'I do not accept your refusal to disclose these costs: this information, and all council spending, should be transparent and publicly available. Please reconsider.'

11 January 2024, you replied: ‘As yet we have not received the request for payment from our [Bouygues] Service Provider Barnet Lighting Services, so we are unable to identify the costs at this stage as this information is not yet available.’

26 February 2024, you wrote: 'You can put in a further request in a couple of months and we will supply the information if we hold it at that time.'

It is now almost 6 months since my first FOI re this matter, and Bouygues must by now have provided their invoices.

I therefore ask again, please disclose the total ‘small cost’ per column that Barnet Council paid to your Service Provider for timers fitted?

Thank you

Sunderland, Cory (LBB), Barnet Borough Council

Dear Sasha,

Thank you for your follow up email.

Our street lighting service provider has not to date charged for providing the additional service of making alterations to the street lighting as instructed by the Authority despite the fact that they are entitled to do so under our contract with them.

On that basis the answer to your question is currently nil cost, however contractually there is no timescale that precludes them from requesting payment at a later date.

Regards

Paul Bragg

Your recent reply contradicts your previous answer to my question, when you unequivocally stated: ‘THERE WAS HOWEVER A SMALL COST…’!

“7 December, I asked Barnet for costs per column for timers fitted, and you responded: 'There was however a small cost involved in our Service Provider checking design compliance and setting up new dimming profiles for each of the above streets.’”
“28 December, you followed with: ‘Costs are not disclosed as these are commercially sensitive.’”

It therefore appears obvious that you are now making excuses to avoid disclosing the information I have requested.

Please check with your Service Provider, Bouygues.

Thank you
