Dear Mr Smith,

Thank you for your request of 18^th October 2020 for information regarding
additional cost to ORR staff for relocating to ORR office in Canary Wharf,
London.

We have considered your request under the terms of the Freedom of
Information Act 2000 (FOIA 2000) and our response is given in red below:

1. Did the ORR agree to pay its employees additional travel costs, or
similar additional expenses, due to its relocation to Canary Wharf?

Yes

Employees were asked to complete an assessment of whether the new office
location would result in an increase in their travel costs.  As part of
this process, those claiming increased travel costs had to submit evidence
of their method of travel and costs for the journey to our former offices
at Kemble Street, London WC1, and evidence of the estimated increase in
their travel costs following the move to Canary Wharf.

HR assessed all claims and evidence and in line with the Additional Travel
Allowance policy, agreed with each employee the most cost effective method
of travel to Canary Wharf, which formed the basis for the calculation of
each person’s estimated additional travel allowance.  Following the move,
each person had to submit to HR evidence of their newly incurred travel
costs for a period of at least a month, for HR to check and validate the
allowance calculation and either confirm the allowance being paid or
reduce or stop payment of the allowance.  Where claimants received an
overpayment, this was refunded to ORR in the payroll.

2. If the ORR did agree to pay additional costs, please provide the total
cost per year of these payments.

At the time of the move (October 2019) the estimated cost was £80,000 per
year.

3. Please confirm whether ORR is continuing to make these payments to
employees who are working at home during the Covid-19 pandemic.

Payments for additional travel costs were stopped in April 2020.
