1. The number of officers that were deployed specifically to police the match and associated supporter activity.
2. The additional costs in manpower and ancillary costs to fund this deployment.
3. The public risk assessment that warranted the deployment.

I write in connection with your request for information which was received
by Cambridgeshire Constabulary on 12/10/15.

 

I regret to inform you that Cambridgeshire Constabulary have not been able
to complete its response to your request by the date originally stated. 

 

The FOI Act obliges us to respond to requests promptly and in any case no
later than 20 working days after receiving your request. We must consider
firstly whether we can comply with Section 1 (1)(a) of the Act, which is
our duty to confirm or deny whether the information requested is held and
secondly we must comply with section 1(1)(b), which is the provision of
such information. However, when a qualified exemption applies either to
the confirmation or denial or the information provision and a public
interest test is engaged, the Act allows the time for response to be
longer than 20 working days, if the balance of such public interest is
undermined.

 

In this case we have not yet reached a decision on where the balance of
the public interest lies in respect of either of the above obligations. We
estimate that it will take an additional (xx) days to take a decision on
where this balance lies. Therefore, we plan to let you have a response by
2^nd December 2015. If it appears that it will take longer than this to
reach a conclusion you will be kept informed.

 

The specific exemption(s) which apply in relation to your request is :-

I can assure you that every effort will be made to ensure an appropriate

I am writing to request an internal review of Cambridgeshire Constabulary's handling of my FOI request 'Costs of Policing Cambridge United vs Portsmouth 10/10/2015'.
My FOI request was as follows, " I wish to make a freedom of information request relating to the
additional costs associated with policing in Cambridge due to the
large deployment of offices and special support units on the 10th
October 2015 to manage fans in Cambridge to attend the Cambridge
United match at 3pm.
In this respect I require
1. The number of officers that were deployed specifically to police
the match and associated supporter activity.
2. The additional costs in manpower and ancillary costs to fund
this deployment.
3. The public risk assessment that warranted the deployment."

You have written to delay the response beyond the twenty days required by the legislation. You have done so on the following grounds S31(1)(a)(b) Law Enforcement. This suggests that your officers believe that my request would prejudice
(a)the prevention or detection of crime,
(b)the apprehension or prosecution of offenders.
I fail to see how either answering item 1 or 2 of my request would prejudice either of the above. The purpose of my request is to understand and make transparent the costs involved in such operations. Point 3 of my request is to understand the justification for such costs. This would only be prejudicial if the public risk assessment that led to the deployment included names of individual covert officers, names of individual suspects, or the circumstances which led to fears of public order threat being revealed. I would therefore expect you to provide a redacted document or series of documents that gave an indication of the level of threat leading to the deployment that justified the costs involved. It is clearly in the public interest to understand the costs of policing and elements that make up these costs. In May next year we will be invited to vote for a new PCC and his primary responsibility is setting the police budget. These large scale deployments are clearly expensive and need to be transparent to justify the budget.

The Freedom of Information Act 2000 (The Act) requires us to handle all
requests in a manner that is blind to the identity of the requestor.  Any
information released in response to a request is regarded as being
published, and therefore in the public domain without caveat.

 

Request

 

I wish to make a freedom of information request relating to the additional
costs associated with policing in Cambridge due to the large deployment of
offices and special support units on the 10th October 2015 to manage fans
in Cambridge to attend the Cambridge United match at 3pm.

In this respect I require

1. The number of officers that were deployed specifically to police the
match and associated supporter activity.

2. The additional costs in manpower and ancillary costs to fund this
deployment.

We have completed all searches within Cambridgeshire Constabulary and
hereby enclose your response.

 

Response

 

1. 124 staff were committed to this operation throughout the day.

 

2. Unfortunately, we have been unable to locate any information to satisfy
your request, as we do not hold this information. We do not collect the
costs of policing events, we only ascribe the costs of overtime to
specific operations so if an officer was on a planned duty and happened to
be working outside a football ground, we would not capture the costs. 
However we charge the football clubs for policing inside the grounds on a
basic cost recovery model according to a nationally agreed charging
formula.

 

3. The match both inside the club footprint and outside of it were subject
to regular multi dimensional threat assessments. Due to the previous
history of the clubs, positions in the tables and intelligence received,
both were graded as a category C fixture. This then determined the level
of resourcing required.
