Costs of managing asbestos in schools

1. the amount of money spent on asbestos management in schools between 2006 and 2016 (to include the costs of surveys, staff training and work to enclose asbestos within schools)

3. the amount of money spent on fines for breaches in the safe management of asbestos in schools between 2006 and 2016
4. funding sought from the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
5. the amount of funding approved by the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
6. the projected budget for future management of asbestos in schools between 2017 and 2027

I understand that under the Act I am entitled to a response within 20 working days of your receipt of this request. Some parts of the request may be easier to answer than others. Should this be the case, I request that you release information as soon as possible.

If my request is denied in whole or in part, I ask that you justify all deletions by reference to specific exemptions of the Act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive

I am writing in response to your request for information below.

 

As I understand it you are seeking to know:

1. the amount of money spent on asbestos management in schools between
2006 and 2016 (to include the costs of surveys, staff training and work to
enclose asbestos within schools) 2. the amount of money spent on asbestos
removal from schools between 2006 and 2016 3. the amount of money spent on
fines for breaches in the safe management of asbestos in schools between
2006 and 2016 4. funding sought from the Department of Education and the

from schools between 2006 and 2016 5. the amount of funding approved by
the Department of Education and the Education Funding Authority for the
management and removal of asbestos from schools between 2006 and 2016 6.

We have considered your request and, unfortunately, it is not possible to
provide a monetary sum for the amount of money spent on asbestos
management, asbestos removal and training in schools for the following
reasons:  

·         A term supplier is used to provide asbestos surveys for a number
of properties across the Council including schools. 

·         Asbestos removal works was often undertaken as part of school
expansion projects and separate asbestos removal costs are not provided by
the works contractor. 

·         Foundation, Voluntary Aided Schools, Free Schools and Academies
are responsible for all asbestos management and are not required to
provide the Local Authority with details.

S12 of the FOIA states that a Public Authority is not obliged to respond
to a request for information under S1 of the FOIA where it estimates that
the cost of doing so would 'exceed the appropriate limit'.  The
'appropriate limit', as laid down in the Freedom of Information and Data
Protection (Fees and Appropriate Limit) Regulations 2004 (the
'Regulations'), is £450 which equates to 18 hours work. 

We estimate that the cost of searching our records to ascertain whether
the information is held and to collate this information would be over the
'appropriate limit' as laid down in the Regulations and as such is exempt
under S12 of the FOIA.

 

To our knowledge there have been no requests for funding specifically for
asbestos management or removal to the DfE or ESFA. However there may have
been requests from Voluntary Aided Schools, Free Schools and Academies
that the Council is not aware of.  There is not a specific budget
allocation for asbestos management from 2017-2027, asbestos management and
removal will be part the general maintenance budgets that are in place.
