Costs of managing asbestos in schools

Under the Freedom of Information Act 2000, please provide me with the following information:
1. the amount of money spent on asbestos management in schools between 2006 and 2016 (to include the costs of surveys, staff training and work to enclose asbestos within schools)
2. the amount of money spent on asbestos removal from schools between 2006 and 2016
3. the amount of money spent on fines for breaches in the safe management of asbestos in schools between 2006 and 2016
4. funding sought from the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
5. the amount of funding approved by the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
6. the projected budget for future management of asbestos in schools between 2017 and 2027

I understand that under the Act I am entitled to a response within 20 working days of your receipt of this request. Some parts of the request may be easier to answer than others. Should this be the case, I request that you release information as soon as possible.

Thank you for your FOI request. I am sorry for the delay in our response.

Please find below our responses to your questions.

1. the amount of money spent on asbestos management in schools between 2006 and 2016 (to include the costs of surveys, staff training and work to enclose asbestos within schools)

Both the Local Authority and individual schools arrange asbestos surveys. The Local Authority has a dedicated asbestos surveyor who carries out asbestos management surveys in all Community Schools. These surveys are designed to locate and asses asbestos that may be disturbed during normal occupation. This information is maintained on the Councils Corporate Asbestos Register The condition of all asbestos is monitored by the Council approximately every 12 months. The cost of these surveys is (1 PO1 post). Therefore cost = PO1 salary inclusive of overheads x 10 years. Note variance over 10 years.

Schools arrange most of their own maintenance and repair work and in such cases schools would normally arrange more detailed asbestos surveys (refurbishment/demolition surveys). This information is fed back to the Council so that it can maintain an up to date Asbestos Register. The cost of this is held by individual schools and not the Council.

The Council provide free Asbestos Awareness training and Asbestos management training to Community School staff. The cost of this is MM1 hourly rate x 3.5 hours (per session) x 2 training sessions PA x 10 years. Again note any variance over the 10 years.

3. the amount of money spent on fines for breaches in the safe management of asbestos in schools between 2006 and 2016

No enforcement action relating to schools has been taken against the Council between 2006 and 2016. Therefore no money has been spent on fines for breaches in the safe management of asbestos in schools during this period.

4. funding sought from the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016

asbestos removal is considered to be dealt with as part of our capital maintenance grant allocations and not identified separately.

5. the amount of funding approved by the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016

6. the projected budget for future management of asbestos in schools between 2017 and 2027

There are no plans to change the arrangements detailed in Question 1

Thank you for your response to my request for information. It would be helpful if you could clarify a few things for me please.
In response to question 1 you say 'The cost of these surveys is (1 PO1 post). Therefore cost = PO1 salary inclusive of overheads x 10 years.' Please can you give me an approximate figure in £ for this - I do not know what a PO1 salary is.
You also say 'The cost of this is MM1 hourly rate x 3.5 hours (per session) x 2 training sessions PA x 10 years. Again note any variance over the 10 years.' Again, I do not know what MM1 hourly rate equates to. Please can you provide a figure (approximate is acceptable) for this answer.
